범죄예방설계의 관점에서 본 아파트 옥상 피난설계의 개선 방안 연구 - OO시 아파트 단지 14개의 사례분석을 중심으로

국문 초록

아파트 단지의 내외부 안전성을 확보하기 위해서는 범죄예방환경설계(CPTED)의 적용이 필요하며, 화재와 같은 비상 상황 발생 시 거주자의 신속하고 안전한 대피를 위한 피난 설계와 체계적인 긴급 대응 시스템의 구축이 필수적이다. 본 연구는 2022년부터 현재까지 00시에서 완공된 14개 아파트 단지를 대상으로, 옥상층의 화재 대비 피난 설계와 관리 방안을 중심으로 범죄예방환경설계의 적용 실태를 조사하고 문제점을 분석하고자 하였다. 이를 통해 피난 안전성과 범죄 예방을 동시에 고려한 옥상층 공간계획의 개선 방향을 제시하는 것을 연구의 목적으로 한다. 조사 대상 아파트의 옥상층은 구조 유형에 따라 분류하였으며, 각 유형에 적합한 피난 설계 및 범죄예방환경설계가 어떻게 적용되었는지를 분석하였다. 그 결과, 피난 경로의 연속성 확보, 옥상 피난 공간의 접근성 강화, 출입 통제 및 감시 시스템 적용 측면에서 옥상층의 유형에 따라 보다 정교하고 특화된 설계가 필요함을 확인하였다. 본 연구는 옥상층의 피난 설계와 범죄예방환경설계에 내재된 문제점을 다각적으로 분석하고, 이를 해결하기 위한 구체적인 개선 방안을 제시하였다. 주요 시사점으로는, 옥상 구조의 유형에 따라 피난 경로의 연속성과 안전성에 차이가 발생하므로, 직관적인 피난 동선 설계와 오인 유도를 방지하는 구조적 계획이 요구된다. CCTV는 사각지대 없이 설치되어 범죄를 예방하고, 긴급 상황 시에도 감시 기능이 유지되어야 한다. 피난 유도 체계는 가시성과 직관성을 강화해야 하며, 옥상 출입문은 평상시에는 접근 통제를 통해 범죄 예방에 기여하고, 비상시에는 자동 해제되어 신속한 대피가 가능하도록 설계되어야 한다.

영문 초록

To ensure the internal and external safety of apartment complexes, the application of Crime Prevention Through Environmental Design (CPTED) is essential. Additionally, the establishment of an effective evacuation plan and a systematic emergency response system is critical for enabling residents to evacuate quickly and safely in emergency situations such as fires. This study investigates 14 apartment complexes completed between 2022 and the present in OO City, focusing on rooftop evacuation design and management strategies for fire preparedness, while also examining the implementation status of CPTED. The aim of this study is to propose improvement strategies for rooftop spatial planning that simultaneously consider evacuation safety and crime prevention. The rooftops of the selected apartment complexes were classified according to structural type, and the study analyzed how appropriate evacuation and crime prevention designs were applied to each type. The findings reveal that more refined and specialized designs are required depending on rooftop typology—particularly in securing the continuity of evacuation routes, enhancing accessibility to rooftop evacuation spaces, and applying access control and surveillance systems. This study provides a multifaceted analysis of the problems inherent in current rooftop evacuation and CPTED designs and proposes specific improvement measures. Key implications include the need for intuitive and continuous evacuation route planning to prevent misdirection, as the safety and continuity of evacuation paths vary depending on rooftop structure. CCTV systems should be installed to eliminate blind spots and maintain surveillance functionality even during emergencies. Evacuation guidance systems must be enhanced for better visibility and intuitiveness, and rooftop access doors should contribute to crime prevention during normal conditions while automatically unlocking during emergencies to allow for rapid evacuation.
