방문요양 현장에서의 보호자 지원을 위한 모바일 애플리케이션 개발 연구:참여와 소통을 위한 데이터 공론장 구성을 중심으로

국문 초록

고령화가 빠르게 진행되는 가운데 베이비부머 세대의 노년층 진입이 완료되는 2028년을 기점으로 한국의 장기요양등급제도 역시 큰 변화를 추진하고 있다. 무엇보다 노인장기요양보험 수급자의 비중이 지속적으로 증가함에 따라 공급 서비스의 부족이 우려되는 가운데, ‘살던 집에서 돌봄’을 받는 재가급여의 범위가 훨씬넓어질 전망이다. 본 연구는 재가급여 방문요양 노인돌봄 서비스가 이뤄지는 현장에서 다양한 이해관계자 간돌봄 데이터의 송수신이 가능한 모바일 애플리케이션 개발을 목표로 진행됐다. 특히 방문요양 현장은 서비스수혜자(노인)와 제공자(요양보호사, 간병인 등)만의 관계가 이뤄지므로, 서비스 추진 과정에 대한 참여가 이뤄지지 못하는 보호자를 지원하기 위한 스마트 실버케어 시스템의 필요성이 높은 분야다. 이에 본 연구에서는방문요양 현장에서 보호자를 포함한 다양한 이해관계자의 적극적인 참여와 소통이 가능한 모바일 애플리케이션을 개발함으로써 돌봄 분야 데이터 공론장을 구현하는 방안을 모색하였다. 이에 본 연구에서는 △예측 △예방 △맞춤형 △참여확대의 4가지 지표에 따라 방문요양 현장에서의 보호자 지원을 위한 모바일 애플리케이션을 개발하였으며, 그에 대한 시스템 설계와 세부 매뉴얼을 진단하였다. 또한 관련 분야 전문가들이 참여한 초점집단인터뷰(FGI)를 수행함으로써 이용자편의성과 이용자경험을 제고할 수 있는 방향을 모색했다. 이와 같은 연구 결과는 돌봄 서비스 제공자와 수혜자뿐만 아니라 수혜자의 보호자까지도 적극적인 참여가 이뤄질 수 있도록 함으로써 장기요양보험제도의 현장맞춤성이 보다 강화돼 데이터 공론장의 기초 모델이될 것으로 평가된다. 또한 향후 방문요양뿐만 아니라 단기보호 및 장기요양시설 등 돌봄 서비스의 다양한 영역에서 활용가능성이 높을 것으로 기대된다.

영문 초록

With the rapid progression of aging and the completion of the baby boomer generation’s transition into the elderly demographic by 2028, significant changes are being implemented in South Korea’s long-term care grading system. As the proportion of beneficiaries under the Long-Term Care Insurance for the Elderly steadily increases, there is growing concern over the potential shortage of service providers. This shift anticipates a considerable expansion of at-home care services, enabling elderly individuals to receive care in their own residences. This study aimed to develop a mobile application to facilitate the exchange of care-related data among various stakeholders in home care settings where elderly care services are provided. Given that home care primarily involves a direct relationship between care recipients (elderly individuals) and providers (caregivers, such as care aides or nurses), there is a pressing need for a smart silver care system to support caregivers who often lack involvement in the service process. Thus, the study proposed a solution to establish a public forum for caregiving data by developing a mobile application that fosters active participation and communication among diverse stakeholders, including caregivers. The mobile application was designed based on four key indicators: predictability, prevention, personalization, and participation enhancement. The research included system design, detailed manuals, and focus group interviews (FGI) with experts in related fields to improve user convenience and user experience. The findings highlight the potential to reinforce the field applicability of the Long-Term Care Insurance system by encouraging active participation not only from service providers and recipients but also from caregivers. This model of a public forum for data could serve as a foundational framework. Additionally, the application shows promise for future utilization in various caregiving domains, including home care, short-term care, and long-term care facilities.
