치안공백 해소를 위한 협력치안 방안 조사 연구: 합동순찰과 혼잡경비를 중심으로

국문 초록

지난 2023년에 발생하였던 이태원 사고는 ‘주최자 없는 다중행사’와 같이 지역적 특수한 상황에 따른 치안공백은 비단 경찰만의 문제가 아니라는 것을 인식하게 되는 계기가 되었다. 이후 관련 내용을 경찰학 및 범죄학, 형사사법 및 보안학, 민간경비학 등 학계에서는 치안유지와 안전관리에 대한 연구가 다수 진행되었으나 대부분의 연구에서는 경찰조직, 민간경비 조직에만 주로 한정되어서 논의되었다는 한계가 있다. 즉 다중행사에서 경찰 및 민간경비 단체는 안전질서유지를 위해 지방자치단체와의 협력이 필수적임에도 이에 대한 연구는 부족하다는 한계가 있었다. 따라서 이 연구에서는 경찰, 민간경비, 지방자치단체 세 주체가 협력해서 우리 사회의 치안공백을 해소할 수 있는 방안을 제언하는 것을 그 목적으로 하였다. 이 연구는 협력치안 관련 선행연구, 통계자료, 관계 법령, 관련 보도자료 등의 문헌연구 자료의 분석을 통한 문헌연구방법과 실무자와의 면접조사를 통한 질적연구방법으로 실시되었다. 면접조사는 2024년 11월부터 2025년 01월까지 약 2개월간 서울ㆍ경기 소재의 경비업무를 담당하고 하고 있는 경찰공무원과 지역자치단체의 지역행사 담당자, 시설경비 업체 담당자 8명을 대상으로 심층면접을 진행하였다. 연구결과, 합동순찰 협력치안 방안과 관련해서는 첫째, 훈련된 민간경비업체의 자원의 활용, 둘째, 경찰의 정기순찰업무를 일부 점진적으로 민간에게 이양해야 한다는 인식과 제도개선, 셋째, 민간경비 종사자에게 경비지도사 자격증 취득 시 합동순찰에 대한 자격 가산점 제공, 넷째, 지방자치단체와 경비업체의 MOU 체결과 합동순찰을 위한 예산편성ㆍ확보가 필요하다. 다음으로 혼잡경비 협력치안 방안으로는 첫째, 민간경비업체에 종사하는 경비원의 인파 통제 능력의 활용, 둘째, 지방자치단체 관내 경비업체와 MOU 체결 등을 통해서 지역행사 시 경비인력의 지원 확보와 청원경찰의 적극활용, 셋째, 혼잡경비 상황에 대한 경비협회의 전문성 있는 진단이 필요하다. 끝으로 이 연구의 한계와 향후 관련 연구를 위한 제언을 하였다.

영문 초록

The Itaewon incident that occurred in 2023 served as an opportunity to recognize that the security vacuum due to regional special circumstances such as ‘multi-events without a host’ is not a problem limited to the police. Since then, many studies on security maintenance and safety management have been conducted in academia such as police studies and criminology, criminal justice and security studies, and private security studies, but most studies have been limited to discussing police organizations and private security organizations. In other words, although cooperation with local governments is essential for police and private security organizations to maintain safety and order at multi-events, there was a limitation that research on this was insufficient. Therefore, the purpose of this study was to suggest ways for the three entities of police, private security, and local governments to cooperate to resolve the security vacuum in our society. This study was conducted using a literature research method through analysis of literature research materials such as prior studies on cooperative security, statistical data, related laws, and related press releases, and a qualitative research method through interviews with practitioners. The interview survey was conducted for approximately two months from November 2024 to January 2025, and in-depth interviews were conducted with eight police officers in charge of security work in Seoul and Gyeonggi Province, local event managers of local governments, and facility security company managers. The research results show that in terms of joint patrol cooperation security measures, first, it is necessary to utilize the resources of trained private security companies, second, to gradually transfer some of the police's regular patrol work to the private sector and improve the system, third, to provide private security workers with additional points for joint patrols when obtaining a security instructor license, and fourth, to conclude an MOU between local governments and security companies and to organize and secure a budget for joint patrols. Next, as a cooperative security measure for crowded security, first, the utilization of the crowd control ability of security guards working for private security companies, second, securing support for security personnel and actively utilizing the police on request for local events through signing MOUs with security companies within local governments, and third, the security association's professional diagnosis of crowded security situations is necessary. Finally, the limitations of this study and suggestions for future related research were discussed.
