경찰 개방형 임용제에 관한 연구:해외 사례 분석을 중심으로

국문 초록

이 연구는 경찰 개방형 임용제의 개념과 배경을 검토하고, 해외 주요국의 사례를 분석하여 국내 도입 가능성을 평가하는 것을 목적으로 한다. 경찰 조직의 인사 운영 방식은 국민의 신뢰와 직결되며, 변화하는 행정 환경과 사회적 요구에 따라 개방성과 경쟁력을 확보할 필요가 있다. 이에 따라 이 연구에서는 해외 주요 국가의 경찰 개방형 임용 사례를 분석하고, 국내 주요 기관인 검찰청, 국가정보원, 국세청의 기관장 임용 사례를 비교하여 경찰 개방형 임용제 도입에 대한 시사점을 도출하였다. 분석 결과, 해외 사례에서는 개방형 임용제가 특정 직위에 한정적으로 운영되는 경우가 많았으며, 국내 주요 기관장 임용 사례를 분석한 결과 경찰 조직에서도 제한적으로 도입될 가능성이 크다는 점이 시사되었다. 이에 따라 이 연구는 개방형 임용제를 특정 직위에 한정하여 도입하는 방안, 외부 인사의 자격 요건 명확화, 내부 승진 체계와의 조화를 고려한 보완책 마련 등을 정책적 방향으로 제안하였다.

영문 초록

This study aims to review the concept and background of the open police appointment system, analyze cases of major overseas countries, and evaluate the possibility of introducing it in Korea. The police organization's personnel management method is directly related to the trust of the people, and it is necessary to secure openness and competitiveness according to the changing administrative environment and social needs. Accordingly, this study analyzed cases of open appointment of police in major overseas countries and compared cases of appointment of heads of major domestic institutions such as the Public Prosecutor's Office, the National Intelligence Service, and the National Tax Service to derive implications for the introduction of the open police appointment system. As a result of the analysis, in overseas cases, the open appointment system was often operated only for a specific position, and as a result of analyzing the cases of appointment of the head of major domestic institutions, it was suggested that there is a high possibility that the police organization will also be introduced in a limited manner. Accordingly, this study proposed a plan to introduce the open appointment system only for a specific position, clarify the qualification requirements of external personnel, and prepare supplementary measures considering harmony with the internal promotion system as a policy direction.
