북한의 대남 오물풍선 살포 심리전에 대비한 항공보안경비원의 역할 제고

국문 초록

북한은 김정은 체제가 들어서면서 군사적 위협을 비롯한 대남강경 정책을 고수하고 있다. 국내 탈북민들이 김정은 3대 세습 독재체제 비판 정보를 실은 전단과 USB, 달러 등을 대형풍선에 매달아 북한으로 날려 보내는 대북심리전을 전개하자, 김정은 정권은 체제위협 요인으로 보고 강력히 반발한 가운데, 2024년 5월 28일부터 쓰레기를 대형풍선에 담아서 우리 측으로 날려 보내는 오물풍선 심리전 작전을 시작하였다. 북한의 대남 오물풍선 살포로 불특정 민간 차량 및 집 파손, 산불 발생, 항공기 이착륙지연 등의 물질적ㆍ심리적인 피해가 발생하고 있다. 우리 군과 경찰 전문가들은 떨어진 풍선을 확인ㆍ분석한 후 수거하는 사후 대책을 실행하고 있지만, 경찰 등 공경비가 활동하는 지역 외의 사각지대에 대한 대응책은 제대로 마련되지 않고 있다. 특히, 공항 경비구역 내에 떨어지는 전단이나 오물풍선은 주야로 근무하는 항공보안경비원이 가장 먼저 확인할 수 있지만, 항공보안경비원의 역할에 대한 대책연구는 미흡한 상태이다. 이러한 문제의식하에서, 이글은 공항의 경비구역에 떨어지는 전단과 오물풍선에 대한 신고나 전파, 수거 등에 대해 항공보안경비원의 초동 조치와 관련한 대책을 제언하였다.

영문 초록

Since the Kim Jong-un regime came into power, North Korea has been adhering to a hard-line policy toward South Korea, including military threats. North Korean defectors conducted a psychological war in which leaflets, USB, and dollars loaded with information criticizing Kim Jong-un's third-generation hereditary dictatorship were hung from large balloons and flown to North Korea. Kim Jong-un strongly opposed the move as a threat to the regime, and on May 28, 2024, it launched a psychological warfare operation to hang garbage from balloons and fly it to South Korea. North Korea's dispersal of waste balloons to the South has caused material damage, including damage to unspecified civilian vehicles and houses, forest fires, and delayed aircraft takeoffs and landings. In response, our military and police experts are implementing follow-up measures to confirm and analyze fallen balloons and then collect them, but no proper countermeasures have been prepared for blind spots outside of areas where police and other public security forces operate. In particular, flyers or waste balloons that fall within airports and security areas can be identified first by aviation security guards who work day and night, but there are no countermeasures or studies on the role of aviation security guards. With this awareness of the problem, Eagle has proposed countermeasures related to the initial actions of aviation security guards regarding reporting, dissemination, and collection of flyers and waste balloons that fall within security areas of airports.
