국문 초록

본 연구는 청년층의 주거지원 정책 효과성에 초점을 두고, 정책 인식과 전달체계 요인이 효과성에 미치는 영향을 분석하였다. 첫째, 주거지원 정책의 효과성은 청년들의 정책 인식 수준에 따라 좌우되며, 인지도가 높을수록 효과성이 증가한다. 개인의 인구·사회학적 요인보다는 정책 인식이 더 중요한 영향을 미쳤다.둘째, 주거지원 정책 인식요인 중 인지도와 필요성이 높을수록 주거지원 정책의 효과성이 증가하며, 이러한 경향은 정책의 평가와 대처의 수준이 높을수록 더 커지는 것을 알 수 있었다.셋째, 주거지원 정책 제공 요인 중 적절성, 지속성, 포괄성이 높을수록 효과성이 증대하며, 특히 연령이 낮고, 가구 형태가 작을수록 효과성이 더 커지는 것으로 나타났다. 이러한 결과를 바탕으로, 주거지원 정책의 효과성을 높이기 위해서는 청년들이 자주 이용하는 디지털 매체를 활용한 정책 홍보 강화, 정책 참여 경로를 오프라인 커뮤니티 등으로 다각화, 연령 및 가구 형태를 고려한 맞춤형 정책 설계, 지속적이고 안정적인 중장기 지원 체계 구축이 필요하다. 이를 통해 청년층의 주거 불안정 문제를 해결하고 삶의 질을 향상시킬 수 있을 것이다.

영문 초록

This study focused on the effectiveness of housing support policies for young people and analyzed the impact of policy awareness and delivery system factors on effectiveness. First, the effectiveness of housing support policies is determined by the level of policy awareness among young people, and the higher the awareness, the greater the effectiveness. Policy awareness had a more important impact than individual demographic and socioeconomic factors. Second, among the factors of housing support policy awareness, the higher the awareness and necessity, the greater the effectiveness of housing support policies, and this trend was found to increase as the level of policy evaluation and response increased. Third, among the policy provision factors, the higher the appropriateness, sustainability, and comprehensiveness, the greater the effectiveness, and in particular, the lower the age and the smaller the household type, the greater the effectiveness. Based on these results, in order to increase the effectiveness of housing support policies, it is necessary to strengthen policy promotion using digital media frequently used by young people, diversify policy participation channels to offline communities, design customized policies considering age and household type, and establish a continuous and stable mid- to long-term support system. This will help solve the housing instability problem among young people and improve their quality of life.
