대북 지원의 원조효과성 제고를 위한 다자간 신탁기금 설립 방안과 과제

국문 초록

다자간 신탁기금은 다수의 공여자로부터 출연된 자금을 특정한 개발목적과 사업 수행을 위해 공동으로 지원하는 기금으로, 일반적으로 유엔기구와 세계은행이 관리하고 있다. 국제사회의 원조효과성 제고를 위한 논의와 실천과정에서 신탁기금의 규모가 크게 증가함으로서 신탁기금의 운영절차와 관리방식 개선을 위한 조치들이 취해지고 있다. 본고는 국제협력을 통한 효과적인 대북 지원의 방안으로 다자출연 방식의 신탁기금(Multi-Donor Trust Fund) 설립의 필요성을 제기하면서 북한 신탁기금의 설립 절차와 운영･관리 방식을 모색하였다. 본고에서는 최근 상당한 변화가 있었던 신탁기금의 운용체제와 기금사업의 국제적 사례들을 검토하면서 유엔개발그룹(UN Development Group)이 주관하는 다자공여 신탁기금을 우선적으로 설립하여 북한 주민들의 생활을 개선하는데 활용하는 것이 효과적임을 밝히고 있다. 신탁기금의 조성은 원조조정과 정책협의를 통해 대북 지원의 효율성과 투명성을 강화하는 기반을 제공할 것이다. 따라서 북한의 국제금융기구 가입 이전에 남한과 관련국들이 자금을 출연하여 유엔개발그룹이 관리하는 다자공여 신탁기금을 우선적으로 설립하는 방안을 모색할 필요가 있으며, 조성된 신탁기금은 대북 지원을 위한 국제사회의 정책협의체로 기능할 것이다. 본고는 다자공여 신탁기금의 조성과정에서 참고할 수 있는 운영방식과 조직형태에 대한 구상을 제시하면서 대북 지원을 위한 신탁기금의 준비와 집행과정, 출연된 재원의 관리, 사업 모니터링과 평가에 대해 검토하였다. 최근 운용되고 있는 유엔 신탁기금의 일반적 사례와 같이 북한에 대한 신탁기금 조성에도 유엔개발계획(UNDP)을 관리기관으로 선정하여 기금 조성과 재원 분배, 사업 감독에서 행정적 지원을 받는 것이 효과적이다. 국제적인 단위에서 신탁기금의 정책협의체로는 운영위원회(MDTF Steering Committee)를 구성하고, 북한 현지에서의 정책협의를 위해서 공여기관 간의 원조조정위원회와 북한당국이 주관하는 원조협의체를 설치하여 북한 내에서 집행되는 신탁기금 사업을 관리할 필요가 있다. 대북 지원을 위한 다자간 신탁기금을 설립하고 관리체계를 구축하는 것은 쉽지 않은 과제이지만, 신탁기금의 조성은 북한의 인도적 위기상황 완화를 위한 원조의 양적 확대와 함께 대북 지원의 효율성과 투명성을 강화하는 기반을 제공할 것이다. 신탁기금은 인도적 지원과 민생인프라 분야의 협력사업을 촉진하면서 국제사회와의 협력을 통해 대북 지원사업의 원조효과성 향상에 도움이 될 것이다.

영문 초록

The Multi-Donor Trust Fund (MDTF) is an inter-agency and pooled funding mechanism designed to receive contributions from more than one donor to support specific development-related activities in recipient countries. Due to the theoretical and practical advantages of the MDTF, trust funds have emerged as a major instrument for channeling development assistance across sectors in developing countries. The establishment of trust funds could be a feasible option for promoting resource mobilization and aid coordination of humanitarian assistance to North Korea. As pooled trust funds implemented in developing countries have governance arrangements involving bilateral donors and multilateral organizations, MDTF could provide a policy forum in which North Korea might engage with its international donors. This paper explores the potential roles that trust funds could play in resource mobilization and policy dialogue in the North Korean context. In order to draw implications of trust funds for North Korea, it also examines several MDTFs established for developing countries. Taking into consideration the previous implementation of MDTFs, an effective approach on the parts of South Korea and other contributing donors would be to establish a UN MDTF for North Korea following advancements in the country’s foreign relations. The initiation of UN MDTFs could play a leading role in guiding the way out of North Korea’s current economic hardship. Indeed, the setting up of the MDTF would function as an operational vehicle for ensuring the effectiveness and transparency of aid delivery to North Korea during the initial stages of its diplomatic improvement. The establishment of multi-donor trust funds could promote tripartite cooperation between North Korea, South Korea, and international donors aimed at the development and transformation of North Korea. The primary role of North Korea MDTF would thus be to provide a forum for policy dialogue in the coordination of development assistance. It would also pave the way for improving aid administration among international donors. As a policy oriented study, this paper highlights certain considerations related to institutional procedures, governance structure and management challenges of MDTFs for North Korea.
