국문 초록

본 논문은 유라시아국제질서의 주요 변수로 주목받고 있는 SCO를 다자주의 이론적 관점에서 평가하고 미래를 전망해 보는데 주요 목적이 있다. 미국의 일극체제를 견제하기 위한 중국, 러시아 연대를 기본 축으로 중앙아시아국가들이 참여하고 있는 SCO에 대한 평가는 시각에 따라 매우 다양하다. 다자주의 이론적 관점에서 보았을 때 SCO는 통합의 정도, 기능, 제도화, 발전 방향등에 대한 회원국들의 합의라는 측면에서 매우 빈약하다. 그러나 이러한 한계에도 불구하고 SCO는 다자주의협력의 경험이 미천한 중앙아시아지역에서 나름의 성과와 발전을 거듭해 왔다. 특히 국경안정, 극단적 분리주의, 테러, 마약과 불법무기거래 등 비전통 안보분야에 대한 공동대응과 에너지자원의 개발과 이용, 인프라 구축 등 경제 분야협력에서 긍정적인 역할을 하였다. 또한 SCO는 러시아가 금융위기와 조지아 전쟁 이후 효과적인 글로벌 차원의 행위자로 재도약하는데 유용한 기제가 되고 있다. 중국 역시 자국의 경제적 팽창력을 전 유라시아대륙으로 확산하기 위해서는 SCO의 기능과 역할을 잘 활용해야 한다. 중앙아시아국가들에게도 SCO는 주변강대국들을 상대로 독립과 외교적 위상을 강화하는데 유용한 기능을 하고 있다. SCO에 대한 향후 전망을 가늠 할 주요 변수는 첫째, 미국의 대 중앙아시아정책 변화가 미칠 영향, 두 번째, 러, 중 밀월관계의 변화 추이, 셋째, 중앙아시아 신생국들의 경쟁과 갈등 요소의 전개방향등이 거론되고 있다. 그러나 이러한 변수들에도 불구하고 SCO가 유라시아의 국제질서에서 영향력 있는 행위자로 발전할 것이라는 전망이 현재로서는 보다 우세하다. 그러나 위의 변수들이 어떠한 조합을 이루느냐에 따라 SCO가 유명무실한 기구로 전락할 가능성도 배제하기 어렵다.

영문 초록

This study is focused on evaluation of the Shanghai Cooperation Organization (hereafter, SCO) - one of the key regional organizations established in the Eurasian continent - from the multilateral perspective. The SCO is often understood as a group containing the US’s unilateralism with the concert of Russia and China plus other member states in Central Asia. From the multilateral view, certain aspects of the SCO appears weak because it shows a low degree of functionality, institutionalization, orientation and consensus among member states. However, despite the mentioned limitations, we can see some achievements and developments made by the SCO in the Central Asia where multilateral experiences are less exposed to so far. The SCO has been especially showing positive consequences on cooperation in non-traditional security sectors such as border security, radical separatism, terrorism and drug and illegal weapon dealing as well as cooperation in economic domain like energy resources development and infrastructure building. From the view of regional powers, the SCO is one of the mechanism that Russia has been taking advantage of in order to reinforce her international status aftermath the financial crisis and the Georgian war. In case of China, the SCO is the main path to extend her economic influence up to the Eurasian continent beyond the Central Asian region. Meanwhile, Central Asian states regards the SCO as an useful instrument to confirm their independence and strengthen diplomatic positions against the neighboring power states. With taking such achievements and limitations into consideration, the viable factors being able to influence over the future prospects of the SCO are identified with as followings: the change of the US’s policy towards Central Asia and its impact, future development between Russia-China relations, competitions and conflicts among Central Asian states and their directions of development. Nevertheless, the predominant opinions are most likely to point out that SCO would develop as an influential player in the Eurasian international oder for the time being.
