일상활동이론을 적용한 군 내 성희롱 피해요인 분석

국문 초록

성희롱의 심각성에 대한 일반 대중과 학계의 높은 관심에도 불구하고, 군 내에서 발생하는 성희롱에 관한 연구는 상대적으로 부족한 실정이다. 이번 연구는 엄격한 계급체계와 위계적 조직문화라는 군의 특수한 환경 아래에서 성희롱 피해에 영향을 주는 요인들을 조사하는 데 목적이 있다. 이를 위해 일상활동이론을 적용하여 성희롱 피해의 위험성을 높이는 요인들을 확인하고자 했다. 2019년 국가인권위원회가 실시한 ‘군대 내 인권상황 실태조사’에서 수집된 설문자료 중 총 862건을 분석에 활용하였다. 다항로지스틱 회귀분석을 실시한 결과 조직적, 개인적 수준의 대상 적합성 요인과 보호/감시 요인 모두 성희롱 피해 가능성에 유의한 영향을 미치는 것으로 나타났다. 구체적으로는 조직 수준의 대상 적합성의 경우 부대 내에서 성희롱을 목격한 경험이 있거나 야전부대에 근무할수록, 개인 수준의 대상 적합성의 경우에는 근무 기간이 짧을수록, 언어폭력이나 집단따돌림 피해를 본 경험이 있을수록 성희롱피해의 가능성이 컸다. 보호/감시 요인의 경우에는 상급자가 합리적일수록, 부대의 인권보장 수준이 높을수록 성희롱 피해 가능성이 작았다. 이러한 분석 결과를 바탕으로 지휘관과 부대원의 역할과 책임, 성희롱 예방 교육과 정책, 피해자 보호 방안의차원에서 정책적 함의를 논의했다.

영문 초록

Despite the high level of public and academic interest in the seriousness of sexual harassment, there is a relative lack of research on sexual harassment in the military. The purpose of this study was to investigate the factors that influence sexual harassment victimization in the military's unique environment of a strict rank system and hierarchical organizational culture. We applied routine activity theory to identify factors that increase the risk of sexual harassment victimization. A total of 862 questionnaires were utilized from the 'Survey on Human Rights Situation in the Armed Forces' conducted by the National Human Rights Commission in 2019. Multinomial logistic regression analysis showed that both organizational and individual-level vulnerability factors and guardianship factors had a significant impact on the likelihood of sexual harassment victimization. Specifically, for organizational vulnerability, the likelihood of sexual harassment was associated with having witnessed sexual harassment in the unit or being in a field unit, and for individual vulnerability, the likelihood of sexual harassment was associated with shorter service tenure and being a victim of verbal abuse or bullying. For the guardianship factor, the more reasonable the supervisor and the higher the level of human rights protection in the unit, the lower the likelihood of sexual harassment. Based on these findings, policy implications are discussed in terms of the roles and responsibilities of commanders and troops, sexual harassment prevention training and policies, and victim protection measures.
