국문 초록

우리나라는 마약범죄가 해를 거듭할수록 증가하고 있는 것이다. 대검찰청에 따르면 마약류 사범은 2015년 1만 명대를 넘긴후 2022년 1만 8395명으로 늘었고, 특히 10대가 마약을 하는 경우가 2017년 119명에서 2022년 481명으로 3배에 가깝게 증가하였다고 한다. 또한 국제교류 및 인터넷유통의 활성화로 다크웹 등 인터넷 마약류 불법유통, 의료용 마약류 불법유통 등 새로운 공급수법이 등장하고 기존의 제재대상을 피한 유사제나 유도제로 개발된 마약들이 신종마약류로 유통되고 있어 문제해결을 어렵게 하고 있다. 우리나라 마약범죄에 가장 큰 영향을 미치는 국가는 태국인데, 2022년 기준 외국인 마약사범 중 태국인은 779명으로 가장 많고, 밀수사범도 301명으로 가장 많았다. 한편 마약의 유해성은 각성, 내성 및 금단증상에 따른 범죄 등 각종 사회문제유발하며, 특히 20대 이하에서 마약사범이 증가하여 국가의 미래를 걱정할 정도이다. 태국 중심 마약범죄대책으로 마약유형별대책수립, 임시마약지정제 등 신종마약 조기대응체계 정립과 실행, 마약범죄유통망 수사와 검거를 위한 공조시스템 가동 등을제시하였다.

creasing every year. According to the Supreme Prosecutors' Office, the number of drug offenders exceeded 10,000 in 2015 and increased to 18,395 in 2022. In particular, the number of teenagers using drugs nearly tripled from 119 in 2017 to 481 in 2022. In addition, with the revitalization of international exchange and the Internet, illegal distribution of drugs on the dark web and other Internet drugs has increased. New supply methods such as illegal distribution of medical narcotics have emerged, and drugs developed as analogues or inducers that avoid existing sanctions are being distributed as new types of narcotics, making it difficult to solve the problem. The country that has the greatest influence on drug crimes in Korea is Thailand. As of 2022, among foreign drug offenders, Thais accounted for the largest number at 779, and the largest number were smuggling offenders at 301. Meanwhile, the harmfulness of drugs causes various social problems such as crimes due to arousal, tolerance, and withdrawal symptoms. In particular, the number of drug offenders under the age of 29 is increasing, raising concerns about the future of the country. Drug crime measures to be taken together with Thailand include establishing measures by drug type, establishing and implementing an early response system for new drugs such as a temporary drug designation system, and operating a cooperation system to investigate and arrest drug crime distribution networks.
