인신매매등 피해자 지원을 위한 맵핑 개발에 관한 소고

국문 초록

이 연구는 인신매매등 피해자 지원을 위해 지원기관을 지역기반으로 연결시켜주는 프로그램 개발의 당위성을 확인하는데 있다. 당위성에 대한 확인은 심층면접 결과를 통해 부처와 유관기관 실무자의 현실적인 문제와 지원기관 연계 관련 개선의견을 종합했다. 그 결과 1) 인신매매등 피해자는 유형(사건종류, 대상, 연령, 장애유무 등)에 따른 지원이 달라야 한다는 점, 2) 인신매매등 피해자의 지원은 지역기반으로 이루어져야 더 구체적인(지역 공동체 기반, 의료지원, 물리적인 접근성 등) 지원이 가능하다는점, 3) 인신매매등 피해자는 적극성이 결여될 상황(가스라이팅, 경제적 위계상황, 피해사실을 알리기 어려움 심리상태 등)이 많아이러한 적극성을 높일 수 있는 접근성을 온라인 지원시설 맵핑 서비스 제공을 통해 높여야 하는 상황이라는 점을 확인할 수 있었다. 이러한 결과를 바탕으로 인신매매등 피해자에게 지원기관을 구체적인 분류에 따라 지역기반으로 제공할 수 있는 맵핑 프로그램을 개발해야 한다는 필요성과 그 방식 그리고 관련 법제 정비의 필요성에 대해 제언했다.

영문 초록

The purpose of this study is to identify the feasibility of developing a program to provide community-based linkages to support organizations for victims of human trafficking. The justification was based on the results of in-depth interviews with ministries and related organizations and the opinions of practitioners on practical problems and improvements related to the linkage of support organizations. As a result, it was found that 1) victims of human trafficking need different types of support depending on each case (type of case, target, age, disability, etc); 2) ssupport for victims of human trafficking should be based on region(community-based, medical support, physical accessibility, etc) for more specific service; and 3) Victims of human trafficking are less likely to be proactive because of the certain situation(gaslighting, economic hierarchy, psychological conditions, etc) that make it difficult to disclose their victimization. Based on these findings, this study recommended the need to develop a support organization mapping program for victims of human trafficking based on a regional with specific classifications, and how to do so, as well as the need to revise related laws.
