국문 초록

고령화가 선행되는 일본에서 지역을 기반으로 고령자 케어의 새로운 해결책이 모색되고있다. 본 연구에서는 인간의 생애 단계에서 필수불가결한 고령자 케어를 위한 사회구성원의참여와 이해를 일본의 커뮤니티 케어의 현장연구를 통해 살펴본다. 이를 통해서 사회적 돌봄의 공동체적 해결 가능성을 본격적으로 탐색하는 것을 본 연구의 목적으로 한다. 현지 조사대상 지역은 일본 내 고령자 인구가 많은 중소도시인 교토시다. 본 연구에서 활용된 자료는지역에서 고령자 돌봄에 참여하고 있는 지역주민들을 심층 인터뷰한 자료이다. 고령자가 지역에서 계속 생활하기 위한 지역포괄케어 사업의 원활한 진행을 위해 다양한 방식으로 지원활동을 하고 있는 지역주민의 심층 면접 자료에 대한 주제분석이 주요한 내용이다. 지역의 고령자들에 대한 지원과 돌봄 활동에 참여하고 있는 주민들은 본인들이 이러한 활동에 참여하게 된 동기와 기제, 지역의 고령자들의 지역 내 계속 거주를 위한 자신들의 역할을 매우 자세히 설명한다. 이러한 활동이 교토시 지역포괄케어 시스템 내에서 어떻게 협력하며 수행되고있는지도 언급하였다. 더불어 지역에서 고령자 지원 활동이 유지되고 향후 지속 가능하기 위해 주민들의 고민과 과제도 지적되었다. 현재 교토시의 지역포괄케어 시스템을 둘러싸고 지역주민의 고령자 돌봄 지원 활동에 있어서 공조(共助) 이후의 돌봄에 대한 고민이 필요하다.

영문 초록

New approaches to elderly care are being explored at the community level in Japan, where an aging population poses unique challenges. This study examines the involvement and understanding of community members in elderly care, an integral aspect of the human life cycle, through a field study of community care practices in Japan. The primary aim is to investigate the feasibility of community-based solutions for social care. The fieldwork was carried out in Kyoto, a mid-sized city with a substantial elderly population in Japan. The study utilized data obtained from in-depth interviews with local residents actively participating in the Community-based Integrated Care System for the elderly to continue living within their community. Thematic analysis was employed to extract the main findings. Residents engaged in supporting and caring for the elderly in their communities provided detailed insights into the motivations and mechanisms driving their involvement. They discussed their roles in ensuring the well-being of the elderly and elaborated on the collaboration of these activities within Kyoto’s Community-based Integrated Care System. Furthermore, the study highlights concerns and challenges to maintaining and sustaining these support activities for the elderly within the community in the future. It is essential to consider about the subsequent problem following the cooperation of local residents for elderly people in Kyoto’s Community-based integrated care system.
