국문 초록

이 연구의 목적은 다중이용시설 내 보안을 담당하고 있는 시설경비의 테러대응 운영 현황을 조사 및 분석하고 개선방안을 제언하는 것이다. 연구의 실행을 위해서 2023년 11월부터 2024년 1월까지 약 3개월 동안 다중이용시설 시설경비 업체 테러대응 실무자 7명을 대상으로 면접조사를 통한 질적연구방법이 진행되었다. 면접조사 결과, 첫째, 형식적인 수준의 테러훈련, 둘째, 경비원 대상 훈련과 교육을 위한 시간과 예산의 부족, 셋째, 시설책임자에 테러대응 인식 부족 등이 주요한 문제점으로 조사되었다. 연구결과, 이를 위한 개선방안으로 첫째, 대테러부서와의 명확한 역할분담과 정보공유 협조체계 구축을 통해서 실제 상황에 준하는 정기적인 모의 훈련의 필요성, 둘째, 테러대응에 필요한 경비원의 훈련과 교육, 셋째, 시설책임자 대상 인식제고 방안을 제언하였다. 끝으로 이 연구의 학술적·정책적 의의와 함께 연구의 한계에 대해서 논의하였다.

영문 초록

The purpose of this study is to investigate and analyze the status of counterterrorism operations by facility guards in charge of security in multipurpose buildings and/or facilities and to suggest ways to improve them. To carry out the currenty study, a qualitative research method was conducted through interviews with 7 terrorism response practitioners from a multipurpose building security company over a period of approximately 3 months from November 2023 to January 2024. As a result of the interview survey, the main problems were firstly, not practical level of terrorism training, secondly, lack of time and budget for training and education of security guards, and thirdly, lack of awareness of counterterrorism among facility managers. As a result of the study, the improvement measures for this are: first, the need for regular mock training that corresponds to actual situations through clear division of roles with the counter-terrorism department and establishment of an information sharing cooperation system; second, training and education of security guards necessary for counter-terrorism; third, a plan to raise awareness among facility managers was proposed. Finally, the academic and policy implications of this study as well as its limitations were discussed.
