이륜자동차 과세체계의 문제점과 개선방안 연구

국문 초록

본 연구는 우리나라 이륜자동차에 대한 현행 과세체계의 문제점을 도출하고, 개선방안을 제시하는 것을 목적으로 하고 있다. 이륜자동차에 부과되는 취득세 및 자동차세는 과세대상 분류기준의 불일치, 세부담 수준의 불형평성, 이륜자동차 시장의 확대에 따른 구조적 변화 미반영 등의 측면에서 문제점을 안고 있는 것으로 나타났다. 이 중, 이륜자동차에 대한 자동차세의 세부담 수준 및 과세방식의 개선, 과세대상 세분화 방식을 반영한 개선방안을 제시하고, 세수효과를 비교하였다. 대형 이륜자동차의 과세구간을 세분화하고, 현행 과세체계인 정액세보다 배기량에 비례하는 정률세를 도입할 경우 세수가 증가하는 것으로 나타났다. 대형 이륜자동차의 과세구간 세분화를 통하여 대형 이륜자동차가 급격히 증가하고 있는 이륜자동차 시장의 변화를 반영할 수 있다. 또한, 이륜자동차에 대해 배기량에 비례하는 정률세를 적용하는 것은 이륜자동차가 승용자동차와 유사한 내연기관 및 사용연료를 사용하고 있다는 점에서 조세형평성을 제고할 수 있으며, 자동차세의 과세목적인 재산과세적, 환경과세적, 사용자부담금적 성격에도 부합하는 효과를 지닌다.

영문 초록

The purpose of this study is to derive the problems that the taxation system for motorcycle in Korea does not reflect the changes in the motorcycle vehicle market, and to suggest ways to improve the taxation system reflecting this change. The current taxation system has problems such as inconsistency in the classification criteria for taxable objects, which did not reflect the inequality in the level of tax burden and structural changes due to the expansion of the motorcycle market. Based on this thoughts, the tax revenue effect was compared by reflecting the level of tax burden on motorcycle, the improvement of the taxation method, and the subdivision of taxable objects. It was found that the more subdivided the taxation section of large motorcycle, the more effective it was to increase tax revenue. This improves tax equity in that motorcycle use internal combustion engines and fuels similar to those of passenger vehicles, and has the effect of meeting the characteristics of property taxation, environmental taxation, and user levy for tax purposes.
