국문 초록

따라서 본 연구의 목적은, 한미동맹체제에서 기존 연구의 사각지대로 남아있는 한미연합사라는 새로운 군사동맹체제의 형성배경과 과정에 살펴보고자 한다. 한미연합사에 대한 논의가 시작될 무렵, 동아시아 안보환경은 새로운 변화의 시점에 놓여있었다. 기존의 한미연합방위체제는 북한의 도발과 주한 미군의 일방적 철수, 그리고 인도차이나 반도의 공산화 등으로 위기의식이 고조되고 있는 상황이었다. 한미연합사의 창설은 이러한 위기(crisis)에 대한 한미 양국의 적극적 대응의 결과로 나타난 생성(becoming)의 과정이었다는 점에 의미가 있다. 본 연구는 1970년대 한반도에 출현했던 위기의 징후와 이러한 위기에 대한 능동적 대응으로서 새로운 안보협력체제의 생성으로서 한미연합사의 창설을 이해하였다. 국내적 배경과 대외적 배경을 살펴보고, 그 속에서 이루어진 한미연합사의 형성과정을 외교문서 등을 통해 구체적으로 살펴봄으로써 한미군사동맹에 대한 보다 풍부한 이해와 진술(thick description)이 가능할 것이다.

영문 초록

The establishment of the ROK-U.S. Combined Forces Command (“CFC”) in November 1978 was an epoch-making event in the history of the military alliance between the two countries. This paper pays attention to the formation process which has present a new Korea-U.S. military alliance system after 1978 replacing the role of the United Nations Command (“UNC”). The discussion about the establishment of the CFC that was started in 1974 was by no means an easy process. The ROK wanted a system that could lead to a more close, and mutual combined, military cooperation and could make its forces’ position reflected positively, while the U.S. could not change its existing position (a loose alliance command system like UNC) and status on the Korean Peninsula. A few years of negotiations finally led to the establishment of the very unique and only existing “combined” command. The CFC that was established through such a process has important significance from military strategy, national security and economic viewpoints. This paper views the significance from the following two perspectives first, it was a result of the win-win strategy reached by the two sides through negotiations. It can also be said that the ROK government carried out the negotiation with U.S. successfully despite many disadvantages as a small and weak country at that time. Second, the event served as a turning point to make the two countries stand on a more equal footing after 30 years of the bilateral military alliance.
