실용국방의 의미와 군 운용 발전방향

국문 초록

이명박 정부의 국가비전은 ‘선진화를 통한 세계일류국가’로서 경제의 선진화, 삶의 질의 선진화, 국제규범의 능동적 수용과 창출 등을 통해 세계에서 인정받는 고품격 국가를 지향하고 있다. 이러한 국가비전을 실현하기 위한 행동규범으로서 ‘창조적 실용주의(creative pragmatism)’를 강조하고 있는 바, 본 고에서는 ‘실용국방’의 의미와 이를 적용하는 방법으로 합리적 목표 지향적이며 균형적인 군사력 건설. 효율적인 국방자원 관리, 민간능력을 최대로 활용, 연구개발 투자의 확대, 단위 부대의 예산 집행의 자율성, 융통성 보장 등의 7개 액션플랜(action plan)을 제시하였다. 그리고 실용국방 적용상의 유의점으로서 효율만 강조한 나머지 효과를 무시하지 말고, 너무 근시안적인 성과에 집착하지 말 것, 계량적인 성과지표 개발 및 이의 이행에 너무 집착하는 경우 잘못 설정된 성과지표는 오히려 많은 부작용을 초래할 수 있다는 점 등을 지적하였다. 결언으로 창조적 실용을 위해서는 과감한 제도적 정비 및 인세티브가 필요하며 실용국방이란 새로운 개념이기보다는 신정부의 철학으로서 선진국방이나 국방개혁과 양립할 수 있는 개념이다.

영문 초록

The goal of the Lee Myung-bak Adminstration is to make a country that is respected globally through the advanced of the economy and the enhancement of the quality of life as well as by meeting and helping to raise international standards. As the guiding principle of the Lee Adminstration, creative pragmatism is emphasized. This paper considers the meaning and the way of implementation of the pragmatism in defense area. Seven action plans such as the rational goal approach to build force structure, appropriate allocation of the defense budget, efficient management of resources, increasing the co-operation between the military and non-military, enhancement of the R&D investment, permitting the flexibility of the budget use for the unit, ect. are suggested. Also the considerations not to do are suggested. That is, it should consider the effectiveness with efficiency together. Do not be too myopic. Be careful to apply the performance indicator. As the final remarks, the creative pragmatism is not a new concept but the guiding philosophy of the new government which is compatible with the concept of 'advanced defense' and 'defense reform'.
