국문 초록

2008년에 발생한 10대 안보-국방 이벤트와 10대 국방-군사 이벤트를 식별하고 거시적 차원에서 국내외 안보정세의 흐름을 정리해 볼 때, 우리 군은 현존 위협 대비에 만전을 기하면서, 동시에 단ㆍ중ㆍ장기적인 각종 도전에 성실하게 대비해 온 것으로 평가된다. 신정부는 ‘선진정예강군’ 비전을 제시하고, 국방개혁 2020을 업그레이드하는 노력을 해 왔으며, 한미동맹의 신뢰를 회복하고 전략동맹의 비전을 발전시켰다. 닥아 오는 2009년은 08년보다 안보 전략 환경 및 여건이 더욱 어려워 질 것으로 예상된다. 본 연구는 앞의 08년 국방 평가 결과와 09년 정세 판단에 기초하여 09년도 우리국방이 중점적으로 수행해 나가야 할 5대과업과 20개 과제를 식별ㆍ선정하고, 과제별로 정책 발전방향을 개념적 차원에서 제시하였다. 선정된 국방 5대과업은 (1) 군 기본을 재정비ㆍ강화하는 국방, (2) 현존 북한 위협에 완벽하게 대비하는 국방, (3) 주변 및 국제 안보 도전에 적시적으로 대비하는 국방, (4) 한미동맹의 신뢰를 강화하고 미래 동맹관계를 건설적으로 조정하는 국방, (5) ‘선진 정예 강군’ /'첨단 정보 기술군’(국방개혁 2020)창출에 매진하는 국방이다. 이 들 선정된 5대과업과 20개 과제는 모두가 중요하고 필히 해결해야 될 사안이지만, 이 중에서도 가장 중요하고 시급한 과업과 과제를 선별해야 한다면, 그것은 군 기본을 재정비하는 국방과업이며, 이 과업 중에서 가장 핵심적 과제는 우리 군의 기본정통성을 정립ㆍ확보하는 것이라고 판단된다.

영문 초록

In regard to both the 10 security-dimensional events and the 10 defense dimensional events identified in the year 2008, the ROK military has responded well not only to the pending threat from the North, but also to the various potential challenges. The MND presented its new policy vision of the 'Advanced Strong Military' and made it's best efforts to upgrade it's 'Defense Reform Plan 2020'. The alliance relationship with the US was much restored in terms of confidence and there was a step-up in the vision of the strategic alliance. Based on the assessment of national defense in 2008 and current economic crisis originating from Wall Street, It is expected that the security environments will be get worse in the year 2009. To respond well to this crucial moment, this study has categorized five defense tasks and selected twenty projects that the ROK Military should put as it's main focus in 2009. The suggested five tasks for national defense are : (1) rebuilding military legitimacy/identity and strengthening military discipline; (2) preparing for existing threats from the North; (3) responding to regional and international security challenges; (4) strengthening the ROK-US alliance and constructively adjusting future alliances; and (5) pushing forward with the ‘advanced strong military and information and technology oriented military' (Defense Reform Plan 2020). The implementation of the suggested five tasks and twenty projects are significant and are matters that should be resolved. However, if one task or project among them should be chosen in terms of urgency, it is the task of rebuilding military legitimacy & identity. Because without the strong mind to fight,high-technology systems can be ineffective.
