국문 초록

2008년 중반에 접어들면서 북핵문제 해결이 급물살을 타는 듯한 모습을 보였다. 그러나 북핵 문제와 6자회담 전망이 그리 긍정적인 것만은 아니다. 북핵문제 해결의 가장 핵심적인 쟁점인 검증체제와 이행 계획서에 대한 협의와 합의는 쉬워 보이지 않는다. 또한, 미국의 정치일정과 대외정책의 우선순위를 고려할 때, 6자회담이나 대북정책에 대한 미국의 관심과 추동력이 약화될 수도 있어 북핵 상황이 상당기간 소강상태에 머물 수도 있다. 그리고 중국, 일본, 러시아 등 관련국가들도 최소한의 적극성을 보이고 있어 추가적인 추동력을 제공하기에는 한계가 있다. 본 논문은 한국이 어떻게 현재의 과도기를 안정적으로 관리·개선해 궁극적으로 북핵문제를 해결할 것인지에 대한 정책 제언 제공에 목적을 두고 있다. 이를 위해 본 논문은 북핵문제와 관련된 그간의 진전과 성과를 분석·평가하고, 주요 관련국들의 입장과 향후 예상되는 문제점에 대해 전망하고 있다. 아울러 이에 대한 한국정부의 대응과 바람직한 추진전략을 제시한다.

영문 초록

Around mid-2008, it appeared that the North Korean nuclear issue was finding more clues for solution. However, the future of the North Korean nuclear issue and Six-Party talks does not seem to be all that bright. Among other things, it does not look easy to discuss, much less reach an agreement on, verification measures for North Korea’s nuclear programs and dismantlement of North Korea’s nuclear weapons. Also, given the priorities in US domestic politics and foreign policy, the US’ interest in resolving the North Korean nuclear issue could weaken and consequently push it onto the back burner. The other major players in the Six-Party talks such as China, Japan, and Russia appear to be similarly limited in adding momentum to the issue as they have recently shown minimum enthusiasm toward solving it. The purpose of this paper is to provide policy recommendations for the South Koran government on how to manage the North Korean nuclear issue during this transition period and ultimately succeed in solving it. In line with this purpose, therefore, this paper analyzes the progress achieved with the North Korean nuclear issue up to the present and prognoses the major players’ positions and problems lying ahead. Last but not least, it proposes desirable countermeasures and strategies for the South Korean government in coping with future contingencies.
