‘선진국방’의 개념과 정책발전방향

국문 초록

이명박 대통령은 정부출범 초반에 우리 국방이 '선진국가' 창출을 '선진국방'으로 뒷받침해 줄 것을 주문하였고, 이에 대해 이상희 국방장관은 ‘정예화한 선진강군 육성’이란 비전과 ‘8대 국방정책기조’로서 화답하였다. 그 후 실용주의에 의한 '선진국방' 창출은 우리 군의 핵심 화두가 되었으나, ‘선진’ 에 대한 여러 가지 질문들이 제기되었다. 이 글은 이에 도움이 되기 위해서 첫째, ‘선진국방’의 보편적인 개념을 정리하고, 둘째, '후진국방'의 일반적인 현상 및 행태를 분석한 다음, 셋째, 선진국방과 후진국방의 두 모습 사이에 놓여있는 우리 국방의 현 위상을 평가하고, 넷째, 선진정예강군으로 변환하기 위한 정책방향을 개념적 차원에서 제시하였다.

영문 초록

In the beginning of his taking office, President Lee Myung-bak asked the military leadership to develope “an advanced defense”, which can actualize his vision of “an advanced nation”. In accordance with this request, the minister of National Defense Lee Sang-hee proposed his vision of “an advanced strong military” and disclosed “8 basic policy guidelines” to implement it. Since then, 'advanced defense' based on pragmatism has become the main topic among defense circles even though some ambiguity on the terminology of “advanced” was unclear. This article, therefore, would address the general concept of 'advance defense', analyze general phenomena and behaviors seen in 'backward defense'(contrary concept of advanced defense), appreciate the current status of our defense positioned between the two different forms, and propose several policy recommendations on how to transform the Korean Armed Forces into 'advanced strong military'.
