국문 초록

본 논문은 북한위협의 관리를 위한 한미중 3자 협력방향을 분석하였다. 북한위협은 핵 및 WMD 능력의 강화뿐만 아니라 국지적 도발과 김정일 체제의 불안정 문제 등 매우 다양해지고 있다. 이러한 북한위협을 효과적으로, 적시에 관리하기 위해서는 한미일 협력체제를 강화해야 한다. 현재 한미중 협력은 주로 6자회담과 미국과 중국을 중심으로 한 양자외교에 의해 추진되고 있다. 한국은 새로운 안보위협의 중요성을 고려하여 한미중 협력체제를 강화할 수 있는 방안을 강구해야 한다. 그러나 중국의 정책을 고려할 경우, 한미중 협력체제를 제도화하기는 매우 어렵다. 따라서 한국은 북한위협에 대해 안보 이슈를 주도적으로 제시하고, 이에 대해 중국과 미국이 협력할 수 있는 방안을 강구하는 것이 필요하다. 이러한 협력방식은 현재의 미국과 중국이 주도하는 협상방식을 변화하고, 북한이 자신이 원하는 방식의 게임을 하지 못하도록 할 것이다.

영문 초록

This paper discusses an approach for building a tri-lateral cooperation among Korea, the US, and China to manage North Korea threats. The security risks involving North Korea are diverse ranging from enhanced WMD capabilities including its nuclear weapons to military provocations, and to Kim Jong-il regime's instability. In order to deal with North Korea threats in timely and effective manner, Korea needs to develop a cooperation mechanism among the major countries related to North Korea problems. Currently, Korea, the US, and China maintain bilateral and multilateral channels for talk each other on the basis of the six-party talks and bilateral diplomacy. Nevertheless, these mechanisms have lack of capability to properly handle new security situations on the peninsula. Considering new North Korea threats, Korea should devise a new cooperation mechanism among the three countries. However, it is not easy to institutionalize the mechanism because China will oppose. So, as a practical way, South Korea needs to actively initiate security issues related to North Korean threats, which will induce a reaction of the US and China and move their foot for the tri-lateral cooperation. This cooperation mechanism can change the current negotiation framework in which the US and China dominate and prevent North Korea from arbitrarily changing rules of game.
