국문 초록

미래전장에 대한 주도와 국가경쟁력의 핵심인 국방R&D 투자확대 필요성과 공감대 확산에도 불구하고, 현실적으로 국가예산의 우선순위가 복지, 경제, 교육에 있어 일방적인 국방 및 국방R&D 예산확대로 문제를 해결하기는 어려운 실정이다. 본 연구에서는 한국의 국방R&D가 국가안보 및 국가경쟁력 발전에 기여하기 위해 국방R&D의 현 실태를 진단하고, 선진국의 교훈을 분석하여 핵심기술 확보 문제를 해결하기 위한 방향을 제시하였다. 더불어 한국이 투자해야 하는 국방R&D의 소요재원을 핵심기술 투자비용을 통한 추정과 적정수준의 국방비 대비 국방R&D예산 필요성을 통하여 판단하였다. 그리고 소요재원을 확보하기 위해 한정된 국방예산에서의 안정성 확보방안인 예산과목구조 변경안과 적극적인 재원환류를 위한 기술사업화 방안을 검토하였다. 앞으로의 전장 환경의 변화 및 세계 선진국의 국방과학기술의 발전추세에 적극적으로 대응하고, 경쟁력을 갖추기 위해서는 국방R&D 강화의 절박함을 인식하여 국가적 역량을 통합한 추진력이 필요한 시기이다.

영문 초록

The necessity of enlargement of Defense R&D investment that roles as a core in initiating future battlefield and national competitiveness and spreading of consensus, however, it is hard to solve the issues of national defense and Defense R&D because priorities of national budget are to welfare, economic development, and education. This study indicates the direction of solving issues securing core technologies throughout analysing and testing present states of ROK's Defense R&D including advanced nations' lessons in order to support national security and improvement of national competitiveness. In more the required amount of Defense R&D investment is estimated through presumption of core technology investment and ratio of requirement of suitable amount of Defense R&D investment to defense budget. Also ways of budget item structure modification to secure stable required amount of budget within limited defense budget and technology commercialization for the active financial flow were investigated. Impendence of strengthening Defense R&D has to be realized in order to actively cope with change of future war circumstances and improvement trends of advanced nations' defense scientific technologies, at the same time in order to possess national competitiveness. And also propelling power integrated with national capability should be necessary.
