국문 초록

김정일은 군대를 틀어쥔 정치지도자는 군대를 장악하는 데 머무를 것이 아니라 실제 군대를 지휘‧통솔할 수 있는 능력을 소유하여야 하며 그 스스로가 군사에 능통한 군사지휘관이 되어야 한다고 강조한다. 김정일은 그의 이러한 열망을 새 후계자 김정은에게도 그대로 적용하고자 한다. 이에 따라 김정은 후계체제는 현 김정일 체제와 같이 선군정치에 기반을 둔 세습 군주체제와 같은 유일지배체제를 유지하게 될 것이다. 내부적으로 김정은 후계체제는 3대 세습의 제도화와 정당화 노력에 우선적으로 치중하게 될 것이다. 후계자 김정은은 실제 권력자로서 정권의 완전한 장악을 통해 정치적 불안정성을 조기에 차단하고 경제난 타개를 통해 민심을 안정화시키는 데 집중하게 될 것이다. 군부에 대한 장악력을 확고하게 유지해 나가면서 사회 불만을 억제하고 인민들을 적극 통제해 나가고자 할 것이다. 특히 군사적 차원에서 김정은 후계정권은 김정일 정권의 군사정책을 대부분 답습할 것이나 상황에 따라서는 보다 호전적인 군사정책을 견지할 수도 있을 것이다. 대미 관계에 있어서는 핵보유국의 지위를 보장받고, 핵 군축회담으로 유도하면서 대미관계 개선과 미북 평화협정체결을 위한 노력을 기울일 것이다. 대남관계에 있어서는 대량살상무기의 개발과 실전배치로 대남 우위의 군사력을 확보하고, 지속적인 군사위협을 통해 전쟁 위기의식을 고조시켜 남북관계의 주도권을 획득하고자 할 것이다. ‘현대 선군정치 지도자’로서의 군사지휘 능력 과시를 위하여 대남 군사도발 수단을 빈번하게 활용할 가능성이 크다.

영문 초록

Kim Jong-Il points out the role of a political leader to hold power over the army and emphasizes that a modern political leader should practically be able to lead the Armed Forces by being himself an outstanding military commander. Kim Jong-Il wants the heir apparent Kim Jong-Un to be that kind of a political leader. Kim Jong-Il wants his creed to be adhered by the new successor Kim Jong-Un. With this sort of a point, the Kim Jong-Un will preserve and maintain the regime as an monolithic ruling system such as the Kim Jong-Il regime which is an herediatry monarchy established on the basis of the “Songun Politics (Military-First Politics)”. The Kim Jong-Un succession system internally would concentrate preferentially on securing the legitimacy for Kim(Jong iI) Junior. The Successor Kim Jong-Un, as man in power, would focus on dispelling political uncertainty by consolidating his control over the dynasty and would try to settle the public sentiment by resolving the economic difficulties. Holding power over the North Korean Armed Forces, he would strengthen the control over the civilians to get them in line and suppress the discontented elements of the society. Especially in a line of military aspect, Kim Jong-Un regime would success most of Kim Jong-Il's military policy and might propel a belligerent stand when it confronts a bitter situation. In a relation with America, NK, by getting ensured its status as a nuclear power and putting the U.S. at the table of disarmament talks, would take steps to ameliorate the situation with the U.S. and try to conclude a peace treaty. The inter-korean relationship would reveal that NK might develop and deploy the WMD to hold a dominant position over the military power. Moreover, it will take hegemonic control in the inter-korean relation by spreading the sense of crisis throughout consistent threats of military actions. As a leader of modern “Songun Politics (Military-First Politics), chances are pretty sporting for NK to commit military provocations against South Korea to make an ostentatious display of its military capability.
