국문 초록

이 논문의 목적은 박근혜 정부의 안보공약을 간단히 평가해보고 추진 과정에서 쟁점이 될 수 있는 핵심 쟁점 위주로 그 대안을 제시하는 데 목적이 있다. 현실주의 인식에 기초한 박근혜 대통령의 안보정책은 3번의 변화과정을 거치면서 17개의 과제로 확정되었다. 동아시아 및 유라시아를 대상으로 복합적, 중층적 다자 외교를 전개해야 하며, 가장 중요한 주변국들인 미국, 중국, 일본을 대상으로 맞춤형 양자 외교 전략을 전개해야 한다. 북핵문제의 해결 및 대응을 위해서는 기존의 정책에서 벗어나 체제 전환을 포함한 새로운 정책을 시도를 할 필요가 있다. 일관성있고 지속성있는 한반도 신뢰 프로세스를 추진하기 위해서는 국민 협약을 만들 필요가 있다. 국방정책은 전작권 전환에 대한 재검토와 안보 컨트롤 타워 체제 및 업무의 재조정이 있어야 하며, 국방예산 증액과 복무기간 단축을 재검토해야 한다. 안보 공약을 철저히 이행하는 대통령보다는 변화되는 안보 상황을 직시하면서 가변적으로 정책을 조정하는 용기있는 대통령이 되어야 한다.

영문 초록

The purpose of this article both simply assesses election pledges on security of Park Keun-hye administration and suggests policy alternatives on key issues. The security policy of Park Keun-hye administration based on the realistic perception summarized 17 government projects through 3 time changes. Park administration has to develop complex and multi-level diplomacy to the East Asia and Eurasia and tailored bilateral diplomacy to the USA, China, and Japan, most important countries to Korea. It is necessary to attempt new policies including regime change instead of existing ones to resolve and response to the North Korea’s nuclear problem. It is also necessary to attempt making arrangement with people for conducting the Korean Peninsula Confidence Process to be carried out consistently and continually. The transfer of wartime operational control from US to ROK has to be reexamined and the security control tower system and work must be readjusted. Defense budget must be increased and the reduction of the soldier’s service period has to be reexamined. It is more desirable to be courageous president readjusting her election pledges according to the security environments than to be rigid one sticking to keep and execute them.
