국문 초록

한국은 평화통일의 실현을 국가적․국민적 과제로 설정하고 평화통일전략을 법제화해 놓고 있다. 실천적 의미에서 한국의 평화통일 전략은 1970년대 박정희 정권시기에 들어 와서 공식적으로 표출되기 시작하여 지금까지 견지되고 있다. 그러나 한국의 평화통일전략 이행과정에서 다양한 긍정적·부정적 여파가 노정되기도 하였다. 본고에서는 한국의 평화통일전략의 허실을 분석하고 평화통일전략의 새로운 지평을 모색해 보고자 하였다. 한국의 평화통일전략은 민족 중심적 패러다임에 치중해 왔다고 한다면, 북한은 국가 중심적 패러다임의 대남 평화통일전선전략을 적극 전개해 왔다. 한국은 남북문제를 민족내부 문제로 접근하고 풀어나가야 한다는 견지 하에서 북한에 대해서 상당히 관대한 ‘포용적’ 기조를 유지해 왔다. 북한은 일방적인 경제지원을 포함한 한국의 선의를 그들의 ‘김일성 사회주의 조국’을 확장하기 위한 ‘자양분’으로 활용하였다. 북한 당국은 ‘6. 15민족공동위원회를 모체로 한 각 계층 통일운동단체들의 연대와 연합’을 확대․발전시켜 나가면서 한국에서 6. 15 공동선언을 활용한 ‘연공연북연대’ 정권을 수립하는 대남 통일전선전술로 한국체제의 붕괴를 도모해 왔다. 이렇게 볼 때, 한국은 민족 중심적 패러다임에 더하여 국가 중심적 요소를 보다 강화한 평화통일전략을 추구할 필요가 있다. 남북관계를 엄연한 두 개의 독립된 국가의 관계로 인식하고 남북한의 평화적 통일문제를 다루어 나가는 것이 바람직하다. 따라서 남북관계는 기본적으로 적대적 대립과 협력관계라는 현실적인 인식 하에 북한의 정치․군사적 위협으로부터 국가이익과 가치를 지키는 ‘애국주의’ 가치관을 한층 더 제고해 나가야 할 것이다. 남북한 간의 교류와 협력은 이 같은 ‘애국주의’ 가치관에 기초해서 전개될 필요가 있다.

영문 초록

South Korea has established the realization of democratic peaceful unification as a national matter in accordance with legislation for peaceful unification of Korea. In a practical sense, the strategy for democratic peaceful unification of Korea has been officially expressed in 1970's during Park Chung-hee's administration and this perspective has been taken until now. The transition process of the unification, however, has been exposed both positive and negative aftermaths in various ways. This paper will ascertain the truth and falsehood, and the new prospects of peaceful unification strategy of South Korea. While South Korea's peaceful unification policy has been focused on the nation(MinJok)-centered paradigm, North Korea has been actively concentrate on state(KukGa)-centered paradigm based on the united front tactics. South Korea has maintained the engagement policy towards the North. but North Korea has parlayed the South Korea's 'good will' such as unilateral economic aid toward the North into a nourishment for 'Kim Il Sung socialist state' extension. The North authority has advanced the collapse of South Korea by means of 'the United Front Tactics toward South', promoting the Front and The Solidarity of each class of the Unification Movement Unions with the nucleus of June 15th joint declaration. In this point of view, South Korea is obliged to persue to strengthen the peace unification strategy in terms of state(Kuk Ga)-centered factor in addition to the nation(MinJok)-centered paradigm. We should try to manage the matters of our peaceful unification strategy in considering the inter-Korean relations as clearly recognized relations of two independent state-nations. Therefore, we should build up 'Patriotism' in defense of the values which protect our national interest against North Korea's political and military threats under the awareness of realistic view. The exchange and cooperation between South and North should be developed under the spirit of this equivalent 'Patriotism'.
