국문 초록

중국의 대국굴기(大國崛起)가 역사적 현실이 되면서 중국의 군사굴기(軍事崛起)도 현실이 되었다. 중국 인민해방군은 새로운 국가의 안보전략과 발전전략에 의거해 새로운 국가적 핵심이익을 수호하고자 하며, 새로운 국제적 위상에 부합하는 새로운 군사력을 건설하고자 한다. 즉 경제건설과 국방건설 간의 상호 연계를 통해 부국강병(富國强軍)의 시너지효과를 극대화하고자 한다. 중국은 이미 “과기강군(科技强軍) 정병의 길(精兵之路)”에 들어섰으며, 향후 군 현대화의 제2단계 시기(2011-2020년) 동안 중국의 군사력은 더욱 강력해질 것이다. 또한 후발제인(後發制人) 군사전략의 변화도 배제할 수 없다. 이러한 중국의 군사적 부상과 잠재적 위협에 대응하기 위해서 우리는 먼저 국가적 위협에 대한 명확한 목표를 설정하고, 나아가 한국의 특성에 부합하는 군사전략과 전력구조를 구축해야 할 것이다.

영문 초록

With the Rise of China becoming a historical reality China’s military rise also has become a reality. Based on the new national security strategy and economic development policy, China’s People’s Liberation Army aims to defend the new national core interests as well as construct a new military power coinciding to its new international status. In other words, China plans to maximize the synergy effects of Rich Nation, Strong Army through the mutual cooperation between its economic and defense construction. China already rose up to the path of “a strong army through science and technology, a road of fewer but better troops.” In the future during its second phase of military modernization (2011-2020) China’s military power will become more stronger. In addition, a change in military strategy of “win by striking only after the enemy had struck”cannot also be excluded. In order to response to China’s rise in military power, we must first determine a clear goal on national defense and then start to construct a future military strategy and structure that coincides with South Korea’s characteristics.
