국문 초록

국제정치이론은 우리가 미래의 국제정치를 예측하는 방식에 영향을 미친다. 우리는 체계적이고 과학적인 예측을 위해 이론에 의존하기 때문이다. 탈냉전 이후 지난 20여 년간 적어도 강대국 사이에서 안정적이고 평화적인 국제관계가 유지되면서 평화와 안정을 설명하는 다양한 이론들이 제시되었고, 현실주의는 그 이론적 설명력을 의심받게 되었다. 현실주의 내에서도 다양한 분파들이 논쟁을 벌였지만 강대국의 방어적 행태를 가정하는 방어적 현실주의가 주류의 자리를 지키고 있었다. 미어세이머(John J. Mearsheimer)의 공격적 현실주의 국제정치이론은 체제이론의 엄밀한 정교함을 유지하면서도 ‘정치 현실주의(realpolitick) 전통’에 입각한 고전적 현실주의의 지혜를 상당 부분 살려내고 있다는 점에서 의미가 있다. 더불어 이 이론은 현실주의의 주요 대항 이론인 자유주의, 민주평화론, 구성주의 등에 대해 설득력 있는 비판과 반론을 제시하고 있으며, 현실주의 내에서도 방어적 현실주의와 달리 강대국이 공격적 행동으로 나아가게 되는 이유와 과정에 대한 구체적인 메커니즘을 제시하고 있다. 천안함 폭침과 연평도 사태 이후 동북아 지역의 군사적 긴장은 나날이 고조되고 있다. 2008년 경제 위기 이후 G2로서 초강대국의 위상을 확립한 중국은 점차 자신의 영향권을 확대하고, 영향권 내에서 미국의 접근을 차단하고 배제하려는 노력을 기울이고 있다. 이러한 변화된 현실은 현실을 분석하는 새로운 시각을 요구하고 있으며 본 연구는 미어세이머의 공격적 현실주의가 이러한 필요에 부응하고 있다고 평가한다. 이론이 우리의 미래에 대한 판단에 영향을 미치는 만큼 현 시점에서 다양한 이론적 시각의 상대적 강약은 무엇이며 그것이 동북아의 현실과 미래를 어떻게 설명하고 있는지 점검하는 것은 시의 적절한 일이 될 것이다.

영문 초록

The purpose of this article is to analyze the debates between offensive realism and other alternative theoretical approaches including liberalism, democratic peace, constructivism, and defensive realism, and to predict the future order of North East Asian region from the view point of offensive realism. The article first presents the outline of Mearsheimer’s offensive realism based on his various papers and books, and after that, it analyzes the differences between offensive realism and other theories, showing why they are different and how they differently interpret the realities of international relations. After the Incident of Cheonan Battleship, bombardments of Yonpung Island and more recently the disputes arising from claimed territorial sovereignty over some disputed islands among South Korea, Japan, and China, the military tension between United States and China has been more and more escalated, which requires more realistic explanation of the whole situation. At the same time, in anticipating future North East Asian regional relations, we will come to need to interpret the real intention of China from the viewpoint of offensive realism, as time goes by. Thus it will be proper and necessary now to illuminate the essence and implications of offensive realism and relative advantages of the theory over other alternative perspectives to understand the current and future situation of North East Asian region.
