독일의 특수교육지원센터 운영방안 분석과 한국에의 시사점 탐색

국문 초록

전통적으로 장애아 분리교육 국가인 독일은 지난 몇 년간 특수학교를 특수교육지원센터로 전환하면서 독특하게 장애아 통합교육 실현에 접근하고 있다. 이 연구에서는 현재 독일에서 진행되고 있는 특수교육체계의 재구조화를 살펴봄과 동시에 특수교육지원센터의 운영방안을 분석함으로써 2001년에 설치되기 시작한 이래 현재까지 182개 특수교육지원센터를 운영하며 여러 가지 보완점을 모색하고 있는 한국의 현실에 시사점을 주고자 한다. 이를 위해 독일의 특수교육지원센터의 대표적 유형인 지역특수교육지원센터와 지역의 범위를 넘어선 초지역적 특수교육지원센터의 운영형태를 분석하면서 한국적 상황에 적합한 특수교육지원센터의 재구조화를 제안하였다.

영문 초록

Germany, which has traditionally executed separated education for the disabled, is approaching the realization of inclusive education of the disabled in a unique way by switching special schools to special education resource centers for the last several years. The present study purposed to analyze the current restructuring of the special education system in Germany and the operation of special education resource centers and to obtain implications of the process for Korea, which has been running 182 special education resource centers since their beginning in 2001 and is looking for solutions for a number of problems in operating the institutions. For this purpose, we analyzed the operation of local special education resource centers, which are the typical pattern of special education resource centers in Germany, and super‐local ones beyond the limit of localities, and proposed a plant to restructure special education resource centers in consideration of the situation of Korea.
