우리나라 ODA의 지속가능성과 지역 효과에 관한 연구

국문 초록

급속한 경제발전을 시현해 왔던 우리나라는 경제발전의 롤 모델로서의 역할 뿐만 아니라 OECD의 3대 위원회인 DAC의 회원국으로서 각 대륙별로 ODA를 공여해 주는 역할을 수행 중이다. ODA는 국가간 공적부조의 개념으로 저개발국의 인프라 조성을 통한 경제규모 확대를 지향하고 있는바 근본적으로 우리나라가 공여해주는 ODA 역시도 그러한 효과를 발생시켜야만 한다. 이러한 기조 하에 본 연구에서는 기존의 연구와 차별되는 두 가지 연구방향을 설정했다. 첫 번째 방향은 우선적으로 ODA와 관련되어 게임이론 모형을 설정하는 것으로 경제규모 확장 효과를 대리하는 일국의 효용(utility) 함수를 기반으로 구축되었다. 이론모형은 첫째, 우리나라가 공여해주었던 ODA가 과연 수원국들의 경제규모 확장에 유의적인 부(富)의 효과를 창출해 왔는지 여부를 분석한다. 둘째, 장기적 효과 측면에서 우리나라의 ODA가 수원국 경제규모 확장에 수확체증 혹은 수확체감하는 성격의 것인지 여부를 판별한다. 이론 모형은 우리나라가 공여하는 ODA가 현지국의 경제규모 확장에 정(正)의 효과를 가질 것이고, 일국 내 자원 투입 시 거래비용이 늘어날수록 공여된 ODA의 효과가 체증할 것임을 예측한다. 두 번째 방향으로 이러한 이론모형의 예측을 검증하기 위해 시도한 실증분석의 결과들은 이론모형의 예측에 부합한다. 기본적으로 우리나라가 공여해 왔던 ODA의 경우 수원국들의 경제규모 확장에 유의적인 효과를 보이고 있고, 수확체감하는 현상을 보인다. 또한 아프리카 지역의 경우 기타 지역에 대비해서 우리나라가 공여하는 ODA 효과가 보다 크게 나타나고 있음이 확인되었다. 본 연구의 이론분석과 실증분석 결과 우리나라의 ODA가 국제사회에서 유의미한 경제규모 확장 효과를 가지고 있음이 분명하다. 또한 수확체감되는 성격의 것인 만큼 ODA는 가급적으로 연속적으로 공여되는 것이 필요하고, 수원국들은 이를 통해 장기적인 경제발전의 효과를 누릴 수 있다. 특히 광물자원 등이 풍부한 아프리카 지역에서 우리나라의 ODA 효과가 보다 크게 발현되기에 우리나라와 아프리카 수원국들 간의 상호간 ‘윈-윈’할 수 있는 협상의 여지가 존재한다고 볼 수 있다.

영문 초록

ODA is designed to expand the economic growth of recipient countries while reconstructing industry infrastructure of any awarded country. Korea has grown to be one of DAC committee members in OECD, which are now aggressively supporting global aids to less developed countries. This paper explores two main issues. First, based upon Korea’s ODA records, it is tackled if they have contributed to the economic wealth of recipient countries. Second, a fundamental issue, associated with the contribution of Korea’s ODAs to recipient countries, is if such contribution is marginally decreasing or not. In order to analyze the two issues, a mechanism design is constructed by adapting a utility function. It demonstrates that, first, ODA can obviously enhance the economic growth of recipient countries. Also, its effect turns out to be marginally decreasing one. Interestingly, the effect can vary in different regions as transaction costs are different across national borders. The theoretic model suggests that the higher the transaction cost of a recipient country is, the higher the ODA’s contribution to the economic wealth of the country will be. Revoking that the economic size of African region, embedded with social inefficiency originating from the lack in infrastructure, education, and stable political system, is relatively smaller than other regions, African ODA recipients are expected to enjoy relatively higher degree of Korea-oriented-ODAs’ contributions to their economy. The empirical results of the paper exactly support the predictions of the theoretic model.
