국문 초록

본 연구는 아세안 해양 동남아시아 소지역협력체인 BIMP-EAGA(브루나이-인도네시아-말레이시아-필리핀 동아세안 성장지대)의 인적자원개발 현황을 분석하고, 팬데믹 이후 변화한 노동시장과 교육환경에 대응하기 위해 BIMP-EAGA의 과제를 전망해보고자 한다. BIMP-EAGA는 아세안의 대표적인 발전주의적 공간으로서, 역내 저개발지역의 발전을 통해 아세안 경제통합을 이루고자 설립되었다. 2017년 ‘VISION 2025’ 발전전략을 채택하여, 고등교육기관과 기술직업교육기관의 협력을 통해 소지역 수요에 기반한 인재를 양성하고 지역발전을 도모한다. 하지만 COVID-19 대유행으로 협력은 둔화하고, 디지털 전환 시대가 도래하여 노동시장과 교육환경은 기민하게 변화하였다. BIMP-EAGA는 인적자원이 디지털 시대를 대비하도록 방안을 계획 중이나, HRD를 주도하는 기관이 부재하고, ICT 인프라 접근성과 디지털 교육 정도가 상이하다. BIMP-EAGA는 인적자원이 다변화하는 노동시장과 교육환경에 대비하기 위해서는 진행 중인 HRD 계획을 평가하고 개선사항을 논의해야 할 시점이다.

영문 초록

This study aims to analyze the current status of human resource development(HRD) of BIMP-EAGA and to predict the tasks of BIMP-EAGA to respond to the changed labor market and educational environment after the pandemic. BIMP-EAGA is established to help accelerate the process of regional integration among the member states of ASEAN. BIMP-EAGA aims to cultivate Human Resources based on the needs of the subregion through cooperation between HEI and TVET institutions. However, after the pandemic, the labor market changed rapidly due to the advent of the Digital Transformation. But there is no institution leading HRD, accessibility to ICT and digital education are different. It is time to evaluate the ongoing HRD plan and discuss improvements in order to prepare for the labor market and educational environment where human resources are diversified.
