일본 신용보증기관의 효율성 분석: 52개 신용보증협회에 대한 부트스트랩 자료포락분석의 적용

국문 초록

본 연구는 일본과 한국이 갖고 있는 신용보증제도의 유사성에 주목하고, 현재 운용되고 있는 일본의 신용보증제도에 대한 논의를 바탕으로 일본의 52개 신용보증협회의 2011회계연도 자료에 근거한 표준적 자료포락분석모형과 부트스트랩 자료포락분석모형의 적용을 통해 일본 신용보증기관의 상대적 효율성을 측정하였다. 분석결과, 평균 87.4~93.2%의 효율성 평균을 나타내어 일본 신용보증기관들이 비교적 효율적으로 운영되고 있음을 알 수 있었다. 효율적인 것으로 분석된 의사결정단위의수도 기존연구결과와 부합되었다. 동일본대지진의 여파로 진원지 인근 신용보증협회의 효율성이 높을 것으로 예상하였으나, 권역별로 차이는 존재하지 않는 것으로 나타났고, 지진피해가 극심했던 후쿠시마(福島)는 CCR,BCC 모형 모두에서 100% 효율성을 나타내었고, 벤치마킹 대상으로 두번째로 자주 참조된 것으로 나타나 경제위기시 신용보증제도가 갖는 유용성에 대해 재확인할 수 있었다. 또한, 글로벌 금융위기 이후에도 보증확대정책을 펴고 있는 일본의 정책을 참고하여 우리도 보증제도를 적극 활용할 필요가 있으며 일본과 같이 출연경로를 다변화시켜 정부의 재정부담을 경감시킬 필요가 있을 것이다.

영문 초록

The credit guarantee system between South Korea and Japan has some similarity in terms of operation and efficiency. This study measured the comparative efficiency of Japanese 52 credit guarantee corporations through the application of the standard Data Envelopment Analysis model and the bootstrap Data Envelopment Analysis model. At the result of the analysis, we found that Japanese credit guarantee corporations are operated in relatively efficient manner, and the result shows an average efficiency of 87.4% to 93.2%. And the number of decision-making unit, also, consistent with the results of previous research. We presumed the efficiency of the credit guarantee corporations nearby the great east Japan earthquake will be differ from the other area. But there is no differences by the region. Furthermore, Fukushima CGC directly impacted by the earthquake shows 100% efficiency both CCR and BCC model. To cope with the economic crisis, we found that credit guarantee system is very useful financial policy measurement on it. In addition, Japan has been expanding the credit guarantee even after global financial crisis. We suggest that Korea needs to activate the credit guarantee system along with reducing the financial burden of the government.
