역사적 사실과 개도국의 경제발전에 근거한 주류경제학의 유용성

국문 초록

본 논문은 과거 15세기에서 대공황 시대와 현재 저개발국을 포함한 개도국이 처한 경제적 현실을 통해 그 속에 숨겨져 있는 경제발전의 주요요인을 찾아보고 이를 통해 주류경제학의 유용성을 점검해 보고자 한다. 주류경제학은 시장중심의 자연철학 사상으로 자본가 계급의 경제적 해방이자 지배논리이며, 자본가 이외에 정부나 특정계급의 간섭을 철저히 배제시키기위한 논리이다. 더불어 국가 간 자유무역 역시 국가 간 자본계급의 힘의 논리에 따라 지배와종속의 관계로 고착된다. 주류경제학은 비현실적인 가정과 이론에 갇혀서 현실적이지 못한결론만을 반복적으로 제시하는 지적인 노예상태에 빠져 있다. 따라서 주류경제학에서는 경제발전을 일으키는 지식, 기술, 시너지, 기간시설 등이 이론 밖에 존재하며 자본주의의 추진력인 기업가 정신, 독창성, 정부정책, 기술혁신, 규모의 경제 등도 오랫동안 고려되지 않거나부차적인 요소로만 취급하고 있다. 발전이란 개인의 삶과 건강을 유지하기 위해 기본적으로충족시켜야 할 생계요건의 향상이며, 인간존중, 존엄, 온전함과 자기결정 측면에서 개인의 가치를 높이며 인간을 도구화 하지 않아야 한다는 자존감의 확장을 의미한다. 또한 발전은 외적인 억압으로 부터 자유와 내부 한계로부터 자유로움이 무한 확장하는 것을 말한다. 따라서 발전의 방향을 인본주의적이며 의지력을 가진 인간의 충돌되는 욕망 속에서 갈등과 융합의 노력이 반드시 요구되는 상태를 말한다. 한편 개도국이 경제발전을 위해 사전에 먼저 해결해야할 사항으로는 식민지 잔재의 청산과 식민주의의 내부극복, 자원의 저주와 부패문제의 정책적 극복, 국민통합을 위한 관용과 포용적 정책, 장기적인 경제발전을 위한 투자와 경제활동, 선별적이며 전략적인 외국인 직접투자, 체계적이며 수요중심의 인력개발 등을 제시하였다.

영문 초록

This paper examines the usefulness of mainstream economics through the main factors of economic development based on the historical facts from the 15th century to the Great Depression era and presently the economic realities on underdeveloped countries. Mainstream economics, as the idea of market-centered natural philosophy, indicates the economic liberation and governing logic of the capitalist class, and the logic to thoroughly exclude the interference of the government or certain classes other than the capitalist. In addition, free trade between countries is also held in a relationship of domination and subordination according to the logic of the power of the capital classes between countries. Mainstream economics falls into intellectual slavery, repeatedly trapped in unrealistic assumptions and theories, and only suggesting unrealistic conclusions. Thus, knowledge, technology, synergy, infrastructure, etc. as the causes of economic development, exist outside the theory, and entrepreneurship, originality, government policy, technological innovation, economies of scale, etc., which are the driving forces of capitalism, are only treated as secondary factors only. Development is an improvement in the living requirements that must be met in order to maintain an individual's life and health, and an expansion of self-esteem to increase the value of the individual in terms of human respect, dignity, integrity and self-determination. Development also refers to the infinite expansion of freedom from external oppression and internal limits. Therefore, development must be humanistic, and the effort of conflict and convergence is indispensable in conflicting desires between humans with willpower. In this direction of development, the first steps to be resolved for the economic development of developing countries are the settlement of remnants of colonies and the overcoming of colonialism, the overcoming policy of curse of resources and corruption, the tolerance and inclusive policies for national integration. We suggest investment and economic activities for long-term economic development, selective and strategic foreign direct investment, systematic and demand-oriented manpower development.
