국문 초록

본 연구는 지역패권국가가 지역통합 혹은 지역경제통합에 참여하게 하는 요인들에 대해 다루고 있다. 전 세계적으로 지역통합은 경제, 정치, 안보 등 여러 분야에서 일어나고 있으며 이는 해당 지역에 속한 개별 국가들의 적극적인 참여 여부에 따라 성공적으로 안착하기도 하고때로는 그 설립 과정 중에 와해되기도 한다. 특히 성공적인 지역통합이 이루어지기 위해서는지역패권국가의 참여가 중요한데, 이는 일반적으로 지역패권국가의 정치적 중요성, 경제적규모, 그리고 군사적인 동원력 등을 고려할 때 그들의 참여와 승인이 필수적이다. 아프리카 대륙의 경우 다양한 지역기구(또는 지역경제공동체)들이 있으며 이에 더해 최근에는 대륙자유무역지대(CFTA: Continental Free Trade Area)가 창설되어 하위지역은 물론 전대륙적인 지역통합의 길을 모색하고 있다. 반면 나이지리아의 경우, 좁게는 서아프리카, 넓게는아프리카 대륙의 명실상부한 지역패권국가이지만, CFTA 설립에 소극적인 모습을 보여 왔다. 본 논문에서는 나이지리아가 CFTA 참여에 주저했던 요인들에 대해 비교분석하고, 그럼에도불구하고 최종적으로 참여를 결정한 동기에 대해 1) 정치적 2) 경제적 3) 규범적 측면에서 고찰하였다.

영문 초록

This study deals with the factors that induce regional hegemons to participate in regional economic integration. Globally, regional integration takes place in many areas, including economics, politics, and security, which are successfully settled and sometimes broken during the establishment process, depending on the active participation of individual countries in the region. Particularly, in order for successful regional integration, regional hegemons'participation is important, which is generally necessary considering their political importance, economic size, and capability of military mobilization. In the case of the African continent, there are various regional organizations (or regional economic communities). In addition, CFTA(Continental Free Trade Area) has been recently created to explore the way of continental integration as well as subregional integration. Nigeria, on the other hand, is a regional hegemon both in West Africa and broadly in the African continent, but has been passive in establishing the current CFTA. This paper compares and analyzes the factors that Nigeria’s hesitation for the establishment of CFTA, and her motivation for joining the organizations in the 1) political 2) economic and 3) normative aspects.
