국문 초록

역사적, 민족적 혹은 언어적으로 다양한 구성원들이 하나의 통합된 국가의 형태를 보이고 있는 것이 연방 국가의 특징이다. 따라서 국가의 통일성, 민족적 평등, 개인의 권리 보장 등이균형을 이루는 것이 연방 국가의 중요한 발전 목표이며, 그 과정에서 연방을 구성하고 있는각 주체들의 정체성을 보호하는 것이 매우 중요하다. 러시아 연방은 다민족 국가로 러시아를 구성하고 있는 다양한 민족들과 각 지역들의 조화로운 발전이 국가 발전에 중요한 요소임은 자명한 사실이다. 따라서 러시아를 이해하기 위해서는 연방을 구성하고 있는 주체들의 지역적 특성에 대한 고려와 다양한 민족들의 관계 고찰이우선시 되어야 한다. 본 연구의 목적은 러시아 연방의 사회-정치적, 경제적 발전 단계에서 토착 소수민족들의 당면 문제와 발전에 관한 법적 문제를 다루는 것이다. 이를 위해 러시아 연방주의 형성과 그 과정에서 소수민족 법적 지위에 관한 문제를 연방법을 기초로 분석해 보고, 이들의 정치적, 사회-경제적, 민족-문화적 발전 문제를 살펴본다.

영문 초록

The biggest characteristic of a federal nation is that historically, ethnically and linguistically diverse members display a form of one united nation. Therefore, maintaining the balance of nation's unity, ethnical equality and individual rights guarantee is the most important development goal of a federal nation, and protecting the identity of each federal subjects that constitutes a federal nation during that process is extremely important. Russian Federation is a multi-ethnic nation, and it is evident that a harmonic development of diverse ethnic groups and regions that constitute Russia is the most important factor in regard to national development. Therefore, in order to understand Russia, consideration of regional characteristics of federal subjects that constitute Russia and contemplation of relationships among diverse ethnic groups should be prioritized. The main purpose of this study is to examine the issues faced by indigenous ethnic minorities and development-related legal issues, during the process of the Russian Federation's socio-political and economical development process. For this, the legal status of minority groups during the process of forming the Russian Federation is analyzed based on the federal law, and their political, socio-economical and ethnic-cultural development issues are examined.
