국문 초록

우리나라는 2010년 OECD DAC 회원국으로 가입하여 국제사회로부터 ODA의 규모 확대와 원조 효과성 제고에 대한 기대가 커지고 있다. 대내적으로는 ODA 예산이 3조 원을 초과하면서 ODA 지출에 상응하는 국익 차원에서의 대가를 얻어야 한다는 주장이 제기되고 있다. 최근 한국경제의 위기진단에도 불구하고 국제사회에서 개발원조의 위상을 높이기 위해서는 ODA의 국민경제적 효과가 대내적 설득에 중요한 요인이라 할 수 있다. 본 논문은 중력모형(gravity model)을 활용하여 우리나라 ODA가 업종별 수출에 미치는 영향을 연구한다. 특히 종속변수인 수출은 원자재, 자본재, 소비재, 중간재, 서비스 등 업종별로 수출효과를 분석하고, 설명변수인 ODA는 원조방식과 분야별로 구분하여 수출효과를 살펴보았다. 분석결과 우리나라 ODA는 수출 진작에 긍정적인 영향을 미치는 것으로 나타났다. 수출업종별로는 서비스와 소비재에서 긍정적인 수출효과를 보였으나 수출비중 및 부가가치가 높은자본재, 중간재에서 유의한 연관성을 발견하지 못했다. 연구방법론으로 패널분석 방법을 사용하였고 이원고정효과 모형, 하우스만-테일러 추정법, ‘중점 협력국 여부’를 도구변수로 활용한 2단계 최소제곱추정법(two-stage least squares)을 사용하여 하우스만 검정을 통해 유효한 추정계수를 도출하였다.

영문 초록

Since joining the DAC member in 2010, Korea has officially become a donor country. Under the recent downturn of the Korean economy, Korea’s ODA　has been required to contribute to our economy as well as an international society. The objective of this study is to present the effect of Korea’s ODA on exports to its recipient countries. This paper examines the following issues: First, what is the contribution of ODA to exports classified by industries, including the service sector which has not been addressed in previous studies? Second, to what extent is the observed rise in exports attributable to the type and sector of ODA? Our findings show that Korea’s ODA contributes to increasing exports to recipient countries. With respect to export industries, service and consumer goods were positively correlated with ODA, however, capital goods, intermediate goods, and raw materials were not significant with ODA. For an empirical verification, our study conducted the panel data analysis with 148 recipient countries from 1991 to 2017. The data set was collected from DAC, Koreaexim bank and the World Bank. The relationships to be explored are estimated using two-way fixed effects, Hausman-Taylor, and two-stage least squares model.
