국문 초록

이 연구의 목적은 2020년 러시아에서 이루어진 헌법개정의 배경과 의미를 분석하는 데 있다. 헌법개정의 배경이 된 것은 4기 푸틴 정부가 출범한 2018년을 전후로 대두된 세 가지 문제와 이에 대한 대응이었다. 먼저, 헌법상 임기 제한으로 인해 가시화된 권력 승계 문제를 해결해야만 했다. 다음으로, 대중의 사회경제적 불만에 대응하여 국가의 사회적 의무를 부각할 필요가 있었다. 마지막으로, 서방과의 갈등이 장기화하면서 러시아 고유의 정체성을 공고히 할 필요가 있었다. 이러한 배경에서 이루어진 개정사항의 주요 내용과 의미는 다음과 같다. 첫째, ‘푸틴 체제’의 연속성을 담보하는 헌법적 기반을 마련했다. 둘째, ‘사회적 국가’의 면모를 부각했다. 셋째, 러시아 고유의 정체성을 강화했다.

영문 초록

The purpose of this study is to analyze the backgrounds and meanings of amendments to Russian constitution in 2020. Three problems that became apparent around 2018, when Putin has started his fourth presidential term, and responses to them were the backgrounds of constitutional amendments. First, Due to the constitutional limitation on presidential term, there was the necessity to solve the problem of succession of power. Next, in response to the socioeconomic discontents of the public, the need to emphasize the state's social obligations had increased. Finally, owing to the prolonged confrontation with the West, the need to strengthen Russia’s unique national identity had emerged. In consequence, the contents and meanings of key amendments are as follows. First, The foundation for the continuity of the ‘Putin regime’ has been ensured. Second, emphasis on the aspects of ‘social state’ has been made. Third, Russia's unique identity has become more clear.
