环境规则对中国产业聚集的影响研究

국문 초록

本论文通过构建中国30个自治区(不包括西藏)2004-2019年的产业面板数据，运用System GMM估计方法，实证分析了环境规制与异质产业产业集聚的关系。 分析结果显示，第一，从中国整体来看，环境规制促进了劳动密集型、资本密集型、技术密集型产业的产业集聚，统计显着性水平较高。二是从行业和区域看，环境规制抑制了东北地区资源密集型产业的产业集聚。在劳动密集型产业方面，环境法规促进了中西部和东北地区的产业集中；在资本密集型产业的情况下，发现环境法规阻碍了西部地区的产业集中；在技​​术密集型产业方面，环境规制抑制了东北地区的产业集聚，同时促进了中西部地区技术密集型产业的产业集聚。综合来看，环境规制力度对同行业产业集聚的影响因地区而异，可以解释为地区间经济发展水平和环境规制力度的异质性。

영문 초록

This paper uses a System GMM to study on ER(Environmental Regulation) and industrial agglomeration in heterogeneous industries by constructing industrial panel data from 2004-2019 for 30 autonomous provinces in China (excluding Tibet). The results show that, first, first, from the overall perspective of China, ER has promoted the industrial agglomeration of labor-intensive, capital-intensive, and technology-intensive industries. Second, from a regional perspective, ER suppressed industrial agglomeration of resource-intensive industries in the Northeast region. In labor-intensive industries, ER promote industrial concentration in the central, western, and northeast regions; In capital-intensive industries, ER were found to hinder industrial agglomeration in the western region; In short, the intensity of environmental regulations has different effects on the industrial agglomeration of the same type of industries in different regions. This is because of the differences in the level of economic development and the intensity of environmental regulations between regions in China. 본 논문은 중국의 30개 성시자치주(티베트 제외)를 대상으로 2004-2019년 산업패널데이터를 구축하여 환경규제와 이질적 업종의 산업집적 관계를 System GMM 추정방법을 사용하여 실증 분석하였다. 분석결과, 첫째, 중국 전체를 대상으로 보면, 환경규제가 노동집약업종, 자본집약업종, 기술집약업종의 산업집적을 촉진하고 있으며 통계적으로도 유의수준이 높게 나타났다. 둘째, 업종과 지역별로 살펴보면, 환경규제가 동북지역 자원집약업종의 산업집적을 억제하는 것으로 나타났다. 노동집약업종의 경우 환경규제가 중부지역, 서부지역, 동북지역의 산업집적을 촉진하고 있으며; 자본집약업종의 경우 환경규제가 서부지역의 산업집적을 저해하는 것으로 나타났다; 기술집약업종의 경우 환경규제가 동북지역의 산업집적을 억제하고 있는 반면에 중부지역과 서부지역의 기술집약업종에 대한 산업집적은 촉진하고 있는 것으로 나타났다. 종합해보면, 환경규제 강도가 지역별 동일 업종의 산업집적에 미치는 영향이 다른 것으로 나타났으며, 이는 지역 간 경제발전 수준과 환경규제 강도의 이질적이기 때문인 것으로 해석할 수 있다.
