국문 초록

본 연구는 코로나19로 언택트 상호작용이 확산되고 있는 시점에 장애인의 정보통신 서비스 활용이 어떻게 변화하고 있는지를 확인하는 것을 목표로 한다. 구체적으로 정보통신 서비스 활용 변화 패턴이 어떠한 유형으로 나타나는지 확인하고 이에 미치는 영향요인을 살펴보고자 한다. 이를 확인하기 위해 2020년 디지털정보격차 실태조사 자료에서 총 2,200명의 장애인 표본을 활용하였다. 잠재프로파일 분석을 통하여 변화 패턴을 유형화하고, 로지스틱 회귀분석을 통하여 변화 패턴에 미치는 영향요인을 확인하였다. 특히 사회적 자본이 주요한 영향을 주는지 검증하고자 하였다. 연구결과는 다음과 같다. 첫째, 정보통신 서비스 이용 변화 유형은 평균형, 감소형, 증가형으로 나타났다. 둘째, 각 유형별로 인구사회학적 요인, 장애 요인, 노동시장 요인, 역량 요인이 상이하게 나타났다. 셋째, 사회적 자본이 감소형과 증가형이 될 확률에 모두 영향을 미치는 것으로 나타났다. 넷째, 디지털정보화 역량 역시 감소형과 증가형이 될 확률에 영향을 주고 있다. 연구 결과를 토대로 장애인의 사회적 네트워크를 확장하고 정보 역량을 강화해야 한다는 점, 정보통신 서비스에 접근하기 어려운 장애인을 위한 접근성 확장이 필요하다는 사실을 제언하였다.

영문 초록

This study aims to identify how the use of IT services for persons with disabilities are changing at a time when untact interactions are spreading to COVID-19. To this purpose, 2,200 samples with disabilities were used in the 2020 Digital Divide survey. Change patterns were categorized through latent profile analysis, and influencing factors were identified through logistic regression analysis. In particular, it was intended to verify whether social capital had a major effect. The results are as follows. First, the types of change in IT service usage were average, decreasing, and increasing. Second, demographic factors, disability factor, labor market factor, and competency factor were different for each type. Third, social capital had an effect on the probability of becoming a decreasing type and an increasing type. Fourth, digital informatization capabilities also influenced the probability of becoming two types. Based on the research results, it was suggested that the social network of people with disabilities should be expanded and information capabilities should be strengthened, and that accessibility for people with disabilities who have difficulty accessing IT services should be expanded.
