개성공단 재개 가능성을 둘러싼 정치경제

국문 초록

2018년 4월 27일 남북정상회담에서 채택된 판문점 선언 이후 이행에 관한 조치가 이어지고 있다. 6월 싱가포르 북미정상회담 이후 남북경협이 본격적으로 추진될 것으로 예상되는 가운데 개성공단 재개에 관한 관심이 고조되고 있다. 본 논문에서는 2013년 개성공단 1차 잠정폐쇄와 2016년 2차 잠정폐쇄 과정에서의 정치·경제적 측면을 분석하였다. 공단의 운영 과정과 잠정중단 조치까지의 과정 분석을 통해 남북경협 중 특구에 관한문제점과 실체적 운영상의 문제점을 분석하였다. 개성공단 내 남북연락사무소 설치 및 후속회담에 관한 기대가 고조되는 현재, 다시 남북경협이 재개된다면 우리는 두 가지 측면을 고려해야 한다. 첫째, 이후 남북 간 경제특구가가동된다면 특구 내 갈등을 조정할 위기관리 시스템이 필요하다. 개성공단의 경우 ‘개성공단 남북공동위원회’가 제반 협상 권한을 부여받고 있으나 자율적 협상에 의한 운영에 한계가 있었다. 임금협상 등도 조정과 중재가 가능한 권한이 주어져야 하며, 이외에서 특구 내사건과 사고 등을 조율할 메커니즘이 필요한 것이다. 둘째, 경협의 가장 궁극적인 정책 방향으로 향후의 경제특구는 반드시 한국과 제3국이 북한과 동시 참여하는 국제화 혹은 지역경제협력 내 역외가공지역 인정 방식으로 추진되어야 한다. 북한 내 경제특구를 설치하여 현재와 같이 남북 협력으로 운영함에는 한계가 드러났다.

영문 초록

The Panmunjom Declaration adopted at the South-North summit meeting on April 27, 2018, measures are being implemented. Following the North American summit in June, inter-Korean economic cooperation is expected to work in earnest, and interest in the resumption of the Kaesong Industrial Complex is on the rise. In this paper, we analyze the political and economic aspects of the 1st provisional closure in 2013, and the 2nd provisional closure and operation process in 2016. Through analyzing the process from the operation of the industrial park to the provisional suspension, we illustrated the problems of the special zones in the inter-Korean economic cooperation resumes and the problems of the actual operation. As the expectations for the establishment of the inter-Korean liaison office in Kaesong Industrial Complex and the follow-up conversations are on the rise, we need to consider two aspects if the inter-Korean economic cooperation resumes again. First, if the special economic zones between the two Koreas are activated, a crisis management system is needed to coordinate the conflicts in the special zones. In case of Kaesong Industrial Complex, the ‘Kaesong Industrial Complex Inter-Korean Joint Committee’ has been given the right to negotiate, however its operation was limited by autonomous negotiation. Furthermore, wage negotiations should be given the authority to mediate. In addition, there is a need for a mechanism to coordinate events and accidents within the special economic zone. Second, as the ultimate policy direction of the Economic Cooperation, the future special economic zone must be promoted as an internationalization in which South Korea and third countries participate simultaneously with North Korea, or a recognized system of outward processing zones in regional economic cooperation. There is a limit to establishing special economic zones in North Korea and operating them as in the present case.
