국문 초록

1994年接入国际网络至今, 中国网络政策一直在安全与发展的平衡中推进。一方面是网络的 迅速发展, 另一方面, 网络安全问题也十分突出。本文从 “安全” 与 “发展” 视角考察中国网络 政策及其决策机制发现：中国网络政策已经完成了探索学习向创新、自主的过渡, 但面临着从 “引领” 发展到 “滞后” 于发展的瓶颈, 在努力推进网络安全与发展的平衡中, 尚未找到解决安 全与发展之矛盾的办法。

영문 초록

China s Internet policy is developing rapidly with China s growing national power. How China s Internet development is progressing, and what its characteristics are, is an important topic of study. This is because the international society has yet to achieve the regime of cyberspace. In the field of the Internet, there is intense competition among the Great Powers. Therefore, there is considerable significance to consider China s Internet policy and development. This paper examines China s Internet policy and its decision-making mechanism from the perspective of safety and development. The study found that China s Internet policy has already completed innovative and self-reliant implementation in exploratory learning. But China faces a bottleneck in development, and in its efforts to balance Internet security and development, it has failed to find a way to resolve the contradictions of safety and development.
