자치경찰제 평가지표 구축에 관한 연구

국문 초록

2021년 7월 1일부터 광역단위 자치경찰제가 본격적으로 시행되면 자치경찰제에 대한 평가의 필요성이 더욱 강조될 것이다. 본 연구의 목적은 자치경찰의 이념을 기준으로 평가 대상을 확인하고, 이를 중심으로 광역단위 자치경찰제에 관한 평가지표를 구축하는 것이다. 시·도경찰청 소속 현직 경찰관 20명을 전문가 패널로 구성하여 델파이 연구를 수행하였다. 총 3차의 델파이 연구를 통해 자치경찰제의 이념으로 민주성, 합법성, 중립성, 효율성, 인권성, 고객성이 도출되었다. 이 이념들을 기준으로 자치경찰조직과 자치경찰활동으로 구분하여 평가지표를 확인하였다. 자치경찰조직 부문에서는 시·도자치경찰위원회 임명 절차 외 54개, 자치경찰활동 부문에서는 지역에 맞는 치안서비스에 관한 주민 참여와 의견 수렴 외 48개의 평가지표가 도출되었다. 본 연구는 이념을 기준으로 하였다는 점, 현직 경찰관을 대상으로 자치경찰 이념의 중요도를 확인하였다는 점, 이념을 기준으로 광역 단위 자치경찰제의 평가를 위한 평가지표를 도출한 점에서 의의를 갖는다.

영문 초록

As the autonomous police system in the metropolitan area is fully implemented in earnest from July 1, 2021, the need for evaluation of the autonomous police system will be further emphasized. The purpose of this study is to identify the evaluation targets based on the ideology of the autonomous police and to establish evaluation indicators on the autonomous police system in the metropolitan area. A Delphi study was conducted by organizing 20 incumbent police officers belonging to the Metropolitan Police Agency as an expert panel. Through a total of three Delphi surveys, democracy, legitimacy, neutrality, efficiency, human rights, and customer-orientation were derived as the ideology of the autonomous police system. Based on these ideologies, the evaluation indicators were identified by dividing them into autonomous police organizations and autonomous police activities. In the autonomous police organization sector, 54 evaluation indicators were derived in addition to the procedure for the appointment of the municipal and provincial autonomous police committees, and in the autonomous police activities sector, 48 evaluation indicators were derived, including the participation of residents and the collection of opinions on local security services. This study is significant in that it was based on ideology, that it confirmed the importance of the autonomous police ideology for incumbent police officers, and derived evaluation indicators for the evaluation of the autonomous police system in the metropolitan area based on the ideology.
