「탐라별곡」에 표현된 제주목사의 책무와 그 시선

국문 초록

본고는 정언유의 가사작품인 「탐라별곡」의 성격을 살펴보기 위한 글이다. 본고는 기존연구와는 달리 제주 관인문학의 관점에서 제주목사의 책무와 시선을 중심으로 작품을 읽었다. 제주 관인문학연구에 앞서 먼저 제주목사의 위치를 정리하였다. 제주목사는 다른 목과는 달리 수군방어사의 직책이 더해진 종2품 衙門의 관직이었다. 제주목사는 주로 유능한 무관을 임명되었다. 정언유는 문관이었다. 때문에 제주방어에 대한 두려운 책임감으로 글을 시작하였다. 이후 정언유는 제주순력을 통해서 제주의 실상을 파악하였고, 굶주린 제주백성들을 구휼하였다. 「탐라별곡」에서는 구휼에 관한 내용이 가장 많은 분량을 차지하고 있는데, 바로 작품의 중심주제가 구휼임을 의미한다. 제주의 구휼정책은 인조 대에 실시되었던 출륙금지령 이후에 집중되었다. 제주구휼은 제주관리들에게 매우 중요한 일이었다. 백성들의 생명과 직결되었기 때문이다. 「탐라별곡」에서는 제주 진상품인 귤과 말에 대해서도 중요하게 언급하였다. 귤과 말을 거론한 것은 제주목사로서의 진상임무를 상기시킨 것도 있지만, 이를 통해 제주백성들의 노고를 생각한 것이었다. 이는 제주의 진상품을 통해 백성의 피와 땀을 읽어낸 것이었다. 이런 제반사항은 모두 애민정신이라는 주제로 귀결된다. 마지막 부분은 선비의 풍류를 표현하였다. 이 부분의 해석을 위해 당시 제주를 바라보는 시선이라는 입장에서 접근하였다. 제주에 왔던 관리들을 책임도 책임이었지만, 멀리 떨어져 있는 곳이었기에 풍류라는 시각에서 제주를 느끼는 경우가 많았기 때문이다. 이에 마지막 부분은 풍류를 즐기고, 이를 표현한 관인들의 마음으로 해석하였다. 이는 제주에 대한 정보가 많아지면서 한 번쯤은 가고 싶은 곳으로 변화한 측면이 있다. 이상의 논의를 종합적으로 정리하면, 정언유의 「탐라별곡」은 제주목사로서의 책무와 제주경관에 대한 풍류를 표현한 작품으로 정리할 수 있을 것이다.

영문 초록

This paper analyzes Tamlabyulgok, the work of lyrics by Jeong Eoun-Yoo. Different from the previous approach to this work, this paper looks into the work by highlighting the ways by which Jeju is viewed as well as taking the humanity of the perspectives of Jeju. From the humanity of the perspectives of Jeju, I first looks at the status of Jeju moksa (administrative post during Chosun dynasty). Unlike the other regions’ mok, Jeju moksa was chong 2 pum amun (a government officer post which is the junior second grade of the second rank) to which the post of a marine defence officer was additionally imposed. Jeju moksa was mainly in charge of appointing competent military officers. As Jeong Eoun-Yoo being a civil servant, he started to write with a fear for taking a responsibility to defend Jeju Island. Afterwards, Jeong Eoun-Yoo identified the reality of the island by making an extensive tour and relieved starving people of the island. Tamlabyulgok covered extensive pages discussing relief, which indicates that the key subject of it is relief. The relief policy of Jeju Island was intensely made after the natioanl order of banning sailing to the mainland, this being enacted during the king Incho period of Chosun dynasty. Relieving Jeju islanders was fundamentally important to the island’s administrative officers. This is because relief policy was directly linked to the islanders’ lives. Tamlabyulgok discussed significantly tangerines and horses that were the island’s major offerings to the King. Jeong’s discussing tangerines and horses can be read as reminding him the offering responsibility as Jeju moksa. This is also for reminding the hard works of Jeju people for the offering duty. From the offering products, he was able to read the blood and sweat of Jeju people. This all leads to the key subject of his loving spirit of people. The last part of Tamlabyulgok expresses classical scholars’ taste for arts. In order to interpret this part, I approaches it from the standpoint of viewing Jeju at those days. While officers sent to the island by the central government felt significant responsibility as an officer, they also appreciated Jeju in terms of enjoying arts due to Jeju being far away from the central place of Chosun. I interpret the last part as a mind of Jeju island’s officers loving and enjoying arts. As information regarding Jeju becoming abundant, such trend in which officers enjoying arts has developed that Jeju is a destination wishing to visit one day. Summarizing synthetically what have been discussed so far, we can conclude that Tamlabyulgok by Jeong Eoun-Yoo is the work that describes the duty of Jeju island’s officers and classical scholars’ loving and enjoying spirits for Jeju Island’s landscape.
