제주 청년문화예술의 현황과 과제

국문 초록

오늘날 전국 지자체에서는 청년과 청년문화 육성 및 지원을 위해 다양한 정책을 마련하여 관련 사업을 추진하고 있다. 그러나 지역의 새로운 성장 동력으로서 청년문화의 역할과 필요성에 이목이 집중된 데 비해 청년문화의 개념과 현황, 그리고 앞으로의 과제를 명확히 하지 못한 채 담론의 폭이 확장되어 온 측면이 적지 않다. 제주에서도 여러 사업을 추진하여 지역 청년문화예술 활성화에 기여해 왔는데 사업과 더불어 연구를 지속적으로 병행한 점이 특별하다. 2017년부터 2019년까지 매년 한 차례씩 이루어진 일련의 연구는 각각 개별 목적을 지닌 연구였지만 이들 연구의 FGI 및 설문조사 결과를 종합해보는 일은 지역 청년문화예술의 현황과 과제에 관한 시사점을 발견할 수 있다는 점에서 유용하다. 세 편의 연구를 종합적으로 고찰한 결과, 제주 청년문화예술은 개성, 취향, 일상에 관심을 두고 있고 경제적 문제와 공간의 부족 등 어려운 여건 속에서도 발전을 위한 의지를 유지하고 있으며 내적 만족감 추구와 더불어 지역사회 발전에의 기여로 관심의 폭이 확장되고 있음을 발견하였다. 향후 청년문화예술의 과제로는 다양성의 가치를 담아내는 열린 공간이어야 하며 지역사회 안에서의 사회적 역할에 관심을 기울여야 함을 제시하였다.

영문 초록

Today, youth and youth culture and art have expanded its span of discourse without clarifying their concepts in Korea. The local government even considered this a new growth engine of the region. Therefore, local governments across the country have established various systems and policies and promoted diverse projects to foster and support youth culture and art. In addition to promoting these projects, research on youth culture and art was conducted once a year from 2017 to 2019 in Jeju. Although these studies were individual studies, the results of each FGI and survey were summarized to suggest implications for the current status and challenges of local youth culture and art. In Jeju area, various programs and policies were established to promote and support youth culture and arts, and these projects contributed to revitalizing youth culture and arts activities. Young artists and culture activists showed their willingness to enhance their capacity through networking, exchange, mentoring, and education, even in difficult conditions such as economic problems and lack of space. The contents of youth cultural arts are based on personality, taste, and everyday life rather than being included in the traditional genre of cultural arts. The form was also diverse, including lectures, seminars, and free talks. The main purpose of pursuing youth culture and arts was to achieve internal satisfaction such as self-realization of individuals, but as the number of active careers increased, the scope of interest expanded as contribution to community development. Two future tasks of youth culture and art were suggested; It should be an open space containing the value of diversity; Attention should be paid to social roles in the community.
