국문 초록

본 연구는 KRG 내부 분열정치 요인을 분석하고 대내외적 도전양상을 전망했다. 세부적으로는 랄프 다렌도르프의 갈등이론을 적용하여 정치적 차원에서 이념갈등과 지역 갈등, 경제적 차원에서 자원 배분의 불평등, 사회적 수준에서 권위주의적 정치집단의 세습에 따른 세대 갈등을 양산하는 다차원적인 내부갈등 요인을 분석했다. 그 결과 제도화된 사회 내 권위적으로 조정된 합의체인 KRG의 하위 합의체들인 KDP와 PUK는 희소자원인 권력과 권위를 두고 정치적, 경제적, 시대적, 역사적, 국제적 상황에 따른 종횡의 다층적 수준에서 경쟁하며 이해집단이자 갈등집단으로 변모해왔음을 밝혔다. 즉, KRG 내부 분열과 갈등의 발생은 KDP와 PUK 사이의 이중정치를 제도화한 권력공유 체제 오용의 결과이다. 내부갈등이 외부세력의 개입을 견인함에도 불구하고, 두 지배정당은 1992년 이래로 유지된 권력공유 체제를 지속하며 이해집단과 갈등집단 간 지배적인 위치를 전환하기 위한 정치적 파편화와 경쟁을 지속할 것으로 전망된다.

영문 초록

This study analyzes the factors contributing to internal political fragmentation within the Kurdistan Regional Government (KRG) and forecasts the potential challenges. Specifically, it applies Ralph Dahrendorf’s Conflict Theory to identify multidimensional internal conflict factors: political-level ideological and regional conflicts, economic-level inequalities in resource allocation, and social-level generational conflicts resulting from the hereditary nature of authoritarian political structures. The study reveals that the KDP and PUK, which are subordinate associations within the KRG, an imperatively coordinated association within an institutionalized society, have transformed into interest and conflict groups, competing across political, economic, temporal, historical, and international contexts for scarce resources such as power and authority. In other words, the internal fragmentation and conflict within the KRG result from the misapplication of a power-sharing system that institutionalized a duopoly between the KDP and PUK. Despite internal conflict driving intervention by external forces, it is anticipated that the power-sharing system, maintained since 1992, will persist with ongoing internal fragmentation and competition between the interest groups and conflict groups to alter their dominant positions.
