국문 초록

본 연구의 목적은 미국과 한국의 홈스쿨링 비용을 비교하여 한국 홈스쿨링 비용에 대한 제도화 방안을 모색하는 데 있다. 이를 위해 분석준거를 도입하여 미국과 한국의 홈스쿨링 비용을 비교·분석하였으며, 연구결과는 다음과 같다. 첫째, 정부 직접비용 면에서 미국과 달리 한국에서는 정부의 공급과 홈스쿨링 가정의 수요가 불일치하고 있다. 그리고 미국에서는 정부가 직접비용을 부담하고 있으나, 한국 법률안에서는 정부의 직접비용 항목이 구체적으로 명시되어 있지 않다. 둘째, 홈스쿨링 가정 직접비용면에서 미국에서는 공립학교에 비해 경제적으로 비용 효율적인 모델로 확인되고 있으나, 한국에서는 이에 대하여 확인된 바가 없다. 셋째, 정부 간접비용 면에서 미국에서는 정부가 간접비용을 부담하고 있으나, 한국에서는 정부가 간접비용을 부담하고 있지 않다. 넷째, 홈스쿨링 가정 간접비용면에서 미국에서는 홈스쿨링 가정 간접비용을 홈스쿨링 가정 비용에 포함시키지 않고 있고, 한국에서는 이에 대하여 확인된 바가 없다. 이상의 분석 결과를 토대로 결론 및 논의를 하였다.

영문 초록

The purpose of this study is to seek an institutionalized measure on cost of future Korean homeschooling by comparing and analyzing cost of homeschooling in the US and South Korea. To accomplish its task, the analysis criterion was introduced to compare and analyze cost of homeschooling of both countries. Important results from analysis are as follows. First, in terms of homeschooling’s direct cost of government, unlike in the US, there is a discordance between the demand of homeschooling and supply from government in South Korea. Also, South Korea legislative bill does not specify government’s burden of cost in detail while the government bear the burden of direct cost in the US. Second, in terms of homeschooling family’s direct cost, homeschooling in the US is found to be a cost-effective model in compares to public schools while there is no findings on this in Korea. Third, in terms of homeschooling’s indirect cost of government, South Korean government does not bear the burden of indirect cost while the government bears the burden of indirect cost in the US. Fourth, in terms of homeschooling family’s indirect cost, indirect costs of homeschooling is not included in the expense of homeschooling family in the US while there is no findings on this in Korea. Conclusions and discussions were made based on the above analysis results.
