국문 초록

이 연구는 학생 수가 감소했음에도 불구하고, 교육재정 수요가 줄지 않는 것은 교육재정 수입 증가가 교육재정 신규 수요를 만들어냈기 때문이라는 교육계 밖의 의구심을 검증하는 데 목적이 있다. 이 목적을 달성하기 위하여 연도별 세입의 재원별 구성 및 변화, 학생 수·학교 수·학급 수·교원 수의 변화, 보통교부금 측정항목별 기준재정수요액 변화 등을 정리한 후, 교육재정 수요를 유발한 국가 및 지방자치단체의 주요 교육정책들에 대한 분석을 통해 그것들이 불요불급한 정책이었는지 검토하였다. 재정수입 증가분은 국가시책인 교육여건 개선, 중학교 의무교육 완성, 고등학교 무상교육 실시, 누리과정 지원, 학교회계직원 증원 및 처우개선 등에 대부분이 투입되었으며, 지방자치단체가 무상급식 등 무상복지 확대에 투입된 재원은 미미했다. 학생 수 감소에 따른 수요 감소분과 교부금 증가에 따른 수입 증가분이 시·도교육청의 신규 수요 창출로 이어졌다기보다는 국가적 숙원사업에 투자됨으로써 늘어난 재정수입이 불요불급한 수요를 만들어낸 것은 아니었다. 교육의 질적 개선을 위한 본격적인 투자는 아직 이루어지지 않은 상태로, 당분간 현 수준의 재정수입을 유지할 필요가 있음을 확인하였다.

영문 초록

The purpose of this study is to test out the doubts outside the educational world that the reason that the demand for education finance does not decrease despite the decrease in the number of students is because the increase in education finance revenue has created new demand for education finance. In order to achieve this purpose, after arranging the composition and change of annual revenue by financial source, changes in the number of students, number of schools, number of classes, and number of teachers, and changes in the standard financial demand for each measurement item of ordinary educational local grants. Through an analysis of the major education policies of a state and local government that the demand for education finance is generated, it was examined whether they were unnecessary policies. Most of the increase in financial revenue was devoted to improving educational conditions, expanding of compulsory middle school education, providing free high school education, supporting Nuri courses, increasing and improving treatment of school accounting staff. The financial resources that local edcational governments invested in expanding free welfare such as free school meals were insignificant. Financial resources were insignificant. The increased financial revenue by decreasing in demand resulting from a decrease in the number of students and increasing in revenue resulting from an increase in grants did not create unnecessary demand by investing in the national project, rather than the creation of new demand from the metropolitan and provincial education offices. It has been confirmed that it is necessary to maintain the current level of financial revenue for the time being, as investment has not been made in earnest to improve the quality of education.
