국문 초록

최근, 공유재산의 개발 등 적극적인 활용이 지방자치단체의 재산관리에 있어 가장 중요한 이슈 중에 하나라는 것에는 공감대가 형성되어 있는 것으로 보인다. 그러나 지방자치단체가 공유재산을 통하여 더 많은 재정을 확보할 수 있도록 하려면 공유재산 관리 효율성을 높이는 등의 여지는 남아 있을 것이다. 본 연구는 이와 같은 배경 하에서 공유재산의 효율적 운영을 위한 관리조직(중앙정부, 지방자치단체 그리고 전문기관의 조직)의 재설계 방안을 마련하고자 하는 목적을 가지고 있다. 연구결과는 다음과 같다. 첫째, 행정안전부에는 과를 신설하고, 광역자치단체는 원칙적으로 과를 설치하나 예외적으로 담당 설치를 허용하는 것으로 하며, 기초자치단체는 원칙적으로 담당을 설치하여 운영할 필요가 있다는 대안을 제안하였다. 둘째, 행정기구가 가지고 있는 전문성 부족의 문제 등을 해소하기 위하여 전문기관의 설치가 필요하다는 제안을 하였다. 전문기관은 새로운 기관을 신설하기보다는 기존의 기관 중에서 특정 기관을 지정하는 것이 효율적이라는 대안을 제시하였다. 셋째, 마지막으로는 공유재산의 경우 점점 더 복잡해지고 전문화되고 있는 추세이기 때문에 전문성을 확보할 수 있는 다양한 장치가 마련되어야 한다는 점을 강조하였다. 이를 위하여 인터넷상의 가상공간인 VPS(Virtual Policy Studio)를 설계하여 운영할 필요가 있다는 점을 제안하였다.

영문 초록

These days, the consensus is that employing the development of public properties is one of the most important issues in property development and management for local governments. However, there is room to improve the efficiency of the property management to ensure that local governments can secure more financial resources. In this backgrounds, the purpose of this study is to redesign management organization(central government, local government, specialized organization) for efficient operation of local government’s public properties. The results of the study are as follows. The first, Ministry of the interior and safety proposed an alternative plan to establish a division and allow metropolitan and provincial governments to set up divisions in principle, but exceptionally to set up team, and the local governments to set up and operate team in principle. The second, it also proposed the establishment of a specialized organization to address problems such as lack of expertise that the administrative agencies has. The specialized agency suggested an alternative that it would be more efficient to designate a specific institution from among the existing ones rather than creating a new institution. The third, it was suggested that there was a need to come up with a variety of devices to secure expertise as public properties is increasingly complex and specialized. It was proposed that it was necessary to design and operate Virtual Policy Studio (VPS), a virtual space on the Internet.
