국문 초록

본 연구는 우리나라 사회서비스 바우처 제도에 대한 변화과정을 역사적 제도주의 시각에서 분석함으로써 바우처 제도의 형성과 변화의 매커니즘에 대한 통시적이고 종합적인 이해를 도모하고자 하였다. 바우처 제도는 이용자중심을 위해 도입된 시장기제로써 서비스 이용자 측면에서는 선택권과 제공기관 측면에서의 경쟁을 통해 사회서비스 품질을 향상시키기 위해 도입된 정책수단이다. 이러한 취지로 도입 운영되고 있는 바우처 제도를 경로의존 모형과 경로진화 모형을 혼합하여 시대적으로 구분지어 그 경로변화를 체계적으로 분석하였다. 연구결과 바우처 제도는 경로의존에서 제시하는 결정적 시기를 계기로 경로가 시작되었다. 이러한 경로의 시작으로 가겹(layering) → 가겹(layering) → 표류(drift)의 경로진화 양상을 보이는 단계를 거쳐오는 것으로 분석되었다. 이러한 연구결과를 통해 사회서비스 바우처 제도는 제도 내부적 장벽과 외부적 장벽에 따라 점진적인 변화를 일정한 경로를 가지면서 진화해 오고 있음을 알 수 있었다. 바우처 제도의 경로진화는 여전히 현재 진행형이며 향후 긍정적 경로 진화를 위한 정책적 함의를 도출하였다.

영문 초록

This study sought to promote a commonsense and comprehensive understanding of the mechanism of the formation and change of the voucher system by analyzing the process of change in our social service voucher system from a historical institutional perspective. The voucher system is a market device introduced for user-centeredness and is a policy tool introduced to improve the quality of social services through choice and competition from the service user s side. For this purpose, the voucher system, which is introduced and operated, was divided into periods by mixing the path zone model and path evolution model and analyzed systematically. Research has shown that the route began with the critical period presented by the route zone. It was analyzed that the path evolution of layering → layering → drift was followed at the beginning of this path. These studies have shown that the social service voucher system has evolved with a certain path to gradual change in accordance with the internal and external barriers of the system. Path evolution in the voucher system is still ongoing and has produced policy implications for future positive path evolution.
