국문 초록

전 세계적인 FTA 체결 확산에 따라 최근 원산지검증이 주요 이슈로 대두되고 있다. 본 연구는 남북교역에서의 애로사항 중 하나인 원산지 확인과 검증에 대해 합리적인 개선방안을 도출하는데 그 목적이 있다. 이를 위해 관련 문헌연구 및 남북교역 원산지위반 사례조사를 통해 원산지제도 운영상의 문제점을 분석하였다. 이러한 연구결과를 통해서 남북간 거래에서 의 효율적 원산지검증을 위한 몇 가지 시사점을 파악할 수 있었다. 먼저 남북간 원산지 확인 및 검증을 위한 실효성 있는 제도 마련과 원산지 발급·확인기관 재선정이 요구된다. 그리고 북한내 산업별·품목별 생산시설 현황에 대한 DB 구축 및 남북교역 원산지검증시스템 구축 그리고 해당분야의 전문가 육성 및 관리역량 강화가 요구된다. 마지막으로 북한산 제품의 원산지 확인 및 검증을 위한 중국과의 상호협력 체계 구축 필요성을 제기하였다. 따라서, 그동안 남북간의 원산지규정 이행과정에서 드러난 문제점을 보완하기 위한 북한 당국과의 긴밀한 협력이 요구되며, 남북간 원산지규정 적용과 검증을 위한 제도적 보완과 체계적 지원이 필요하다.

영문 초록

Purpose : The main purpose of the study is to derive reasonable measures for improvement of origin verification, which have been main bottleneck in South-North Korean trade. Research design, data, methodology : This study investigates the main problems in the operation of the Rules of Origin system via relevant literature survey and the case study with respect to violation of the origin standard in South-North Korean Trade. Results : In the study, we found some meaningful implications for efficient origin verification in South-North Korean Trade. First, it is required to come up with an effective system for Origin Verification of South-North Korean Trade and to re-establish the origin verification agency. Second, it is strongly recommended to set up fundamental database system concerning status of production facilities in North Korea, and to establish more sophisticated system of country-of-origin verification of South-North Korean Trade. Third, we found that fostering experts on verification of origin and strengthening management capabilities is very important factor for effective operation of the system. Conclusions : Therefore, to get rid of obstacles and problems revealed in the implementation of the rules of origin in South-North Korean Trade, South Korea government should work closely with the North Korean authorities and provide institutional supplementation and systematic support for verification of origin.
