평생학습 자발적 비참여 양상의 사회구조적 특성 분석

국문 초록

OECD 국가를 중심으로 평생학습 참여에 대한 각국의 관심이 높아지고 있으나 평생학습참여 율이라는 단일 지표만으로 성인의 학습참여 현상을 설명하기에는 한계가 있다. 이에 본 연구는 객관적인 평생학습 참여 경험과 주관적인 평생학습 참여 의사를 교차시켜 ‘평생학습 참여양상의 사분면’의 분석틀을 제안하였다. ‘확장적 참여’양상은 참여경험이 있고 추가적인 참여의사가 있는 상태, ‘제한적 참여’양상은 참여경험이 있지만 추가적인 참여의사는 없는 상태를 말하며, ‘참여 소외’양상은 학습 참여를 희망했지만 참여하지 못한 상태, ‘자발적 비참여’양상은 학습참여 의사도 없었으며 실제 참여경험도 없는 상태를 지칭한다. 국제성인역량조사(PIAAC)의 데이터를 활용해 한국의 평생학습 비참여 양상을 분석한 결과, 한국 성인의 약 38%가 자발적 비참여 양상을 보였으며, 이들은 저학력, 저숙련 직종, 고령층 등주변화된 계층에서 집단화되어 나타나고 있었다. 이를 통해 학습참여 친화적 장(field)과 학습참여 단절의 장(field)이 만들어 내는 사회적 양극화를 확인할 수 있었다. 이에 본 연구는 성인의 학습참여에서 나타나는 사회적 불평등이 학습기회의 불균등한 분배에서 기인하기보다 사회구조적 배경에 따라 학습에 대한 태도가 차별화되어 나타나는 문제라는 결론을 내리면서, 학습에 대한 무관심과 단절을 체화시키는 사회구조적 조건이 평생학습 양극화의 주요 문제임을 지적한다.

영문 초록

This study analyzes the socio-structural characteristic of the voluntary non-participation phenomenon based on the results from the PIAAC: Programme for International Assessment of Adult Competencies. For the analysis this study applies a new framework concept, namely “4 domains of participation in lifelong learning.” According to the classification, the non-participating population can be divided into ‘voluntarily non-participating’ and those who are ‘restricted’ from participation. Based on the data from the PIAAC, it has been confirmed that the factor of socio-structural background has a close influence on the voluntarily non-participation in learning population. The non-participation phenomenon was not lead by those who weren’t able to participate in the learning, but by those who were voluntarily not participating, which appears as collectivism according to the similar socio-economic background. The population of voluntary non-participants takes up to 38% of the overall population of South Korea. The percentage shown above is concentrated in the under-educated, low-skilled job, elderly class in society which is in one word marginalized. In addition, the adult in the state of voluntary non-participation shows striking low-literacy skills. The lack of initial education and the absence of learning in everyday life becomes a factor for low competence among this group. This continues into a loss of interest in the learning participation during adulthood. Namely, the reason for voluntary non-participation in lifelong learning should not be viewed as due to the unbalanced assignment of the chance for learning, but as the reproduced socio-structural state of loss of interest in learning.
