국문 초록

평생교육프로그램은 평생교육을 실현시키는 교육적 실체로서, 그동안 체계적으로 평생교육프로 그램을 개발하기 위한 이론들이 발전해왔다. 초기 합리적 관점의 평생교육프로그램 개발 이론들은 실천현장의 복잡하고 역동적인 실제를 충분히 설명하지 못한다는 지적이 제기되며, 사회적이고 맥락적인 프로그램 개발에 대한 관심이 높아졌다. 이에 Cervero & Wilson은 평생교육프로그램 개발의 정치적인 행위를 강조하는 ‘권력과 관심사 협상 이론’을 통해, 평생교육프로그램 개발을 ‘기술 (technique)’이 아니라 ‘사람 일(people work)’임을 강조하며, 실천적 관점으로 평생교육프로그램 개발 이론을 설명한다. 이에 본 연구는 Cervero & Wilson의 협상 이론에 기초하여 실제 평생교육 프로그램 개발에서 권력과 관심사의 협상 양상을 분석하기 위해 A청소년수련원 지속가능발전교육 (ESD) 프로그램 개발 사례를 연구하였다. 연구 결과 협상의 양상은 네 가지로 범주화되었다. 도입 국면에서의 변화의 힘과 유지의 힘, 방향설정 국면에서 구성의 힘과 적용의 힘, 설계 국면에서 현실성의 힘, 차별성의 힘, 조정의 힘, 마지막으로 시범적용 및 평가 국면에서 실행의 힘과 평가의 힘이 나타났다. 이에 평생교육프로그램 개발 과정에 관심사로부터 형성된 힘들은 관계를 맺고, 서로에게 영향을 미치며 권력이 강화 또는 약화되는 협상이 진행되었으며, 관심사와 권력을 재구성 하며 영향력을 행사하였다.

영문 초록

With emerging issues on the effectiveness of scientific and rational education program theory, multi-faceted efforts have been made to explain the phenomenon of education program development. Therefore, this study is to analyze the negotiated aspects of interests and power in the development of education program based on Cervero & Wilson’s negotiation theory notices by the social and political aspects. As a result, the negotiating aspects were categorized into four categories. First, ‘Changing power’ and ‘Maintaining power” were observed in the introduction phase. Second, ’Structural power’ and ‘Application power’ were observed, which were formed by the difference in the awareness of ESD program in the orientation phase. Third, ‘The power of reality,’ ‘The power of discrimination,’ and ‘Power to adjust’ both powers were observed during the shaping process of experience strength of ESD program in the design phase. Fourth, ‘The power of execution’ and ‘The power of assessment’ focused on the Youth were observed to practice and operate the developed education program in the pilot and assessment phase. The development of an ESD program made a relationship with power formed by interests and gave influence to each other, and the strengthening or weakening negotiation was ongoing. It executed its influence on the whole development process of education program, affecting other phases. Through this study, the interests and power were significant factors in understanding the phenomenon in the development of education program. This study would be meaningful in the point that this study explained the integrated implication of interests, discussed the realistic, potential and political value of negotiation, and revealed the role of developers.
